SYNOPSIS
Urges Congress and federal Department of Housing and Urban Development (HUD) to move forward in timely manner in approving base closure plan for Fort Monmouth.

A Joint Resolution urging Congress and the federal Department of Housing and Urban Development to move forward in a timely manner in the approval of the Base Realignment and Closure Plan (BRAC) for the revitalization of Fort Monmouth.
Whereas, The deadline for the official closure of Fort Monmouth is rapidly approaching on September 15, 2011; and
Whereas, The Fort Monmouth Base Realignment and Closure Plan was submitted for approval on September 5, 2008; and
Whereas, The most recent correspondence from the Department of Housing and Urban Development (HUD) was April 2010, informing the State that the final application was received from the Fort Monmouth Economic Planning Authority on December 22, 2009, clearing the last major issue regarding the plan; and
Whereas, The application has been under the review of HUD's Office of General Counsel since this time; and
Whereas, The Monmouth County region lost over 5,000 private sector jobs as a result of the closure decision; and
Whereas, It is vital to the economic stability of this region that the planned revitalization and redevelopment occur as soon as possible; and
Whereas, The public interest clearly requires that the federal government take all steps necessary to bring to a conclusion the closure decision; now, therefore,
Be It Resolved by the Senate and General Assembly of the State of New Jersey:
1. The Legislature hereby respectfully urges the Congress of the United States and the federal Department of Housing and Urban Development to take such expeditious action as necessary to finalize the Base Realignment and Closure Plan (BRAC) for the revitalization of Fort Monmouth in New Jersey.
2. This joint resolution shall take effect immediately upon signature thereof by the Governor of New Jersey; and the Secretary of State is directed to transmit duly authenticated copies forthwith to the Vice-President of the United States, the Speaker of the House of Representatives, every member of the New Jersey Congressional delegation, and to the Secretary of the federal Department of Housing and Urban Development.
STATEMENT
The joint resolution of the Legislature urges the Congress of the United States and the federal Department of Housing and Urban Development to take such expeditious action as necessary to finalize the Base Realignment and Closure Plan (BRAC) for the revitalization of Fort Monmouth in New Jersey. The initial plan to close the base was filed in September of 2008. Since the closure decision, over 5,000 jobs have been lost in the region. The Office of General Counsel for the federal Department of Housing and Urban Development (HUD) has been reviewing the report of the Fort Monmouth Economic Planning Authority for almost two years. It is critical that the redevelopment and revitalization efforts be started in the Monmouth area as soon as possible, given the current economic downturn. The resolution becomes law upon its signing by the Governor, and is to be transmitted to the Vice-President of the United States, the Speaker of the House of Representatives, every member of the New Jersey Congressional delegation, and to the Secretary of the federal Department of Housing and Urban Development.
