SYNOPSIS

     Opposes the FAA's redesign of the airspace structure over New Jersey.

An Assembly Resolution opposing the implementation of the Federal Aviation Administration's Integrated Airspace Alternative with the Integrated Control Complex plan.

 

Whereas, The Federal Aviation Administration (FAA) is scheduled to implement the Integrated Airspace Alternative with the Integrated Control Complex (ICC), a new airspace structure and air traffic control plan, in Spring, 2011; and

Whereas, The FAA's new airspace  structure will result in increased air traffic over residential areas of northern and central New Jersey as commercial airplanes from John F. Kennedy International Airport in New York will be routed over New Jersey and flight patterns into and out of Newark Liberty International Airport will be changed; and

Whereas, Additionally, the FAA's new airspace structure ignores the use of ocean routing in favor of airplane routes over these heavily populated residential areas of this State, which will increase aircraft noise and air pollution and negatively impact the quality of life for the residents of New Jersey; and

Whereas, The FAA has failed to conduct and publish environmental studies measuring the impact of additional noise pollution over New Jersey residential areas before adopting its Integrated Airspace Alternative with the ICC plan and has refused to disclose reports on the impacts of its new plan, including the volume of air traffic over residential areas and the altitude of airplanes over residential areas; and

Whereas, The FAA's plan is opposed by the New Jersey Coalition Against Aircraft Noise because, among other concerns, the FAA reports give excessive weight to aviation efficiency and little consideration to social and environmental impacts on the residents of New Jersey; and

Whereas, The FAA's airspace structure plan represents a lack of balance between concerns for the airline industry and the impacts to the health and welfare of the tens of thousands of New Jersey residents who will be harmed by the proposed airspace changes; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.  This House does hereby opposes the implementation of the Federal Aviation Administration's Integrated Airspace Alternative with the Integrated Control Complex plan which will increase aircraft noise and air pollution and negatively impact the quality of life for the residents of New Jersey.

 

     2.  Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and attested to by the Clerk thereof, shall be transmitted to the Governor of New Jersey, the Port Authority of New York and New Jersey, each member of the United States Congress elected from this State, and the Administrator of the Federal Aviation Administration.

 

     3.  This resolution shall take effect immediately.

 

 

STATEMENT

 

     This Assembly resolution opposes the implementation of the Federal Aviation Administration's Integrated Airspace Alternative with the Integrated Control Complex plan, a new airspace structure and air traffic control plan, which will increase aircraft noise and air pollution and negatively impact the quality of life for the residents of New Jersey.
