SYNOPSIS
Adds members representing fire fighting and fire safety interests to the Domestic Security Preparedness Planning Group.

An Act concerning the membership of the Domestic Security Preparedness Planning Group and amending P.L.2001, c.246.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Section 8 of P.L.2001, c.246 (C. App.A:9-71) is amended to read as follows:
8. a. There is established in the Department of Law and Public Safety the Domestic Security Preparedness Planning Group, which shall assist the task force in performing its duties under this act. In cooperation with the task force, the planning group shall develop and provide to the task force, for consideration, a coordinated plan to be included in the State Emergency Operations Plan to prepare for, respond to, mitigate and recover from incidents of terrorism.
b. The members of the planning group shall include the Director of the New Jersey Office of Emergency Management, the Adjutant General of Military and Veterans' Affairs or his designee, the Commissioner of Agriculture or his designee, the Commissioner of Community Affairs or his designee, the Commissioner of Corrections or his designee, the Commissioner of Environmental Protection or his designee, the Commissioner of Health and Senior Services or his designee, the Commissioner of Human Services [,] or his designee, the Commissioner of Transportation or his designee, the Executive Director of the New Jersey Transit Corporation or his designee, the State Treasurer or his designee, the New Jersey State Medical Examiner or his designee, the Director of the Division of Fire Safety or his designee, a representative of the University of Medicine and Dentistry of New Jersey, the President of the Board of Public Utilities or his designee, a representative of the New Jersey County Emergency Management Coordinators Association, a representative of the New Jersey State Fire [Chiefs] Chiefs' Association, a representative of the New Jersey Career Fire Chiefs Association, a representative of the New Jersey Deputy Fire Chiefs Association, and a representative of the New Jersey State [Police Chiefs] Association of Chiefs of Police. The planning group may include, to the extent such individuals may be made available for such purpose, a representative of the Federal Emergency Management Agency, a representative of the Federal Bureau of Investigation, a representative of the American Red Cross, and a representative of such other charitable groups as may be appropriate. The chairperson of the task force shall appoint the chair and vice chair of the planning group.

2. This act shall take effect immediately.
STATEMENT
This bill would add three additional members to the Domestic Security Preparedness Planning Group. The new members would include the Director of the Division of Fire Safety in the Department of Community Affairs, a representative of the New Jersey Career Fire Chiefs Association, and a representative of the New Jersey Deputy Fire Chiefs Association. These additional members would enhance the representation of fire fighting and fire safety interests on the Domestic Security Preparedness Planning Group.
The planning group was established in 2001 as part of the "New Jersey Domestic Security Preparedness Act," N.J.S.A.App.A:9-64 et seq. The planning group was given responsibility for assisting the Domestic Security Preparedness Task Force in the performance of the task force's duties. The planning group is specifically responsible for developing a coordinated plan, for consideration by the task force, concerning the State's preparation for, response to, and recovery from incidents of terrorism. This plan, once reviewed and approved by the task force, will be incorporated into the State Emergency Operations Plan.
