SYNOPSIS
Prohibits candidate for public office from giving or selling ticket to entertainment event to person or committee that made contribution to candidate; eliminates exemption.

An Act prohibiting the giving or selling of certain items to individuals or committees making campaign contributions, amending P.L.1983, c.135 and supplementing P.L.1973, c.83 (C.19:44A-1 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. (New section) Notwithstanding any rule, regulation or statute to the contrary, no candidate, treasurer, candidate committee or joint candidates committee shall give as a gift, prize, souvenir, reward or donation, or sell, to another person or committee that has made a contribution to, or an expenditure on behalf of the, candidate or the candidate's committee or joint candidates committee a ticket, admission voucher or pass for any event in a public place of entertainment in this State.
2. Section 13 of P.L.1983, c.135 (C.56:8-38) is amended to read as follows:
13. The provisions of this act shall not apply to any person who sells, raffles or otherwise disposes of the ticket for a bona fide nonprofit [or political] organization when the premium proceeds are devoted to the lawful purposes of the organization.

3. This act shall take effect immediately.
STATEMENT
The purpose of this bill is to prohibit candidates for public office from giving as a gift or selling a ticket to an entertainment event to a person or committee that has made a contribution to the candidate for public office.
Specifically, the bill provides that no candidate, treasurer, candidate committee or joint candidates committee can give as a gift, prize, souvenir, reward or donation, or sell, to another person or committee that has made a contribution to, or an expenditure on behalf of the, candidate or the candidate's committee or joint candidates committee a ticket, admission voucher or pass for any event in a public place of entertainment in this State.
The bill also eliminates the exemption in current law regulating the resale of tickets that permits a political organization to mark up the cost of and resell tickets to entertainment events.
