     Allocates $10 million to the City of Trenton to hire 75 additional police officers.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2016 and regulating the disbursement thereof," approved June 26, 2015 (P.L.2015, c.63).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    In addition to the amounts appropriated under P.L.2015, c.63, there is appropriated out of the General Fund the following sum for the purpose specified:

The amount hereinabove appropriated for Trenton Capital City Aid - Public Safety Emergency shall be used by the City of Trenton to fund the cost of employing additional police officers.  The Commissioner of Community Affairs shall provide to the Presiding Officers of the Legislature a written report, on or before June 30, 2016, on the utilization of these funds, including, but not limited to, the number of additional police officers employed.

 

     2.    This act shall take effect immediately.

 

STATEMENT

 

     This bill appropriates an additional $10 million from the General Fund to the State's capital, the City of Trenton, for the purpose of hiring 75 additional police officers to address a public safety emergency.  According to recent news reports, Trenton is on course to experience the highest murder rate in the city's history.  Financial difficulties forced Trenton to lay off 105 police officers in 2011.  Although Trenton receives additional State financial assistance through the Transitional Aid to Localities program, the city's police department remains understaffed due to the lack of additional funds that could support the employment of additional police officers.  This additional State Aid will strengthen Trenton's efforts to combat the most recent wave of violence plaguing the city's streets.
