SYNOPSIS

     Establishes Vacancy Review Board in the Department of Personnel to review continued need for positions in Executive Branch that become vacant.

An Act establishing a Vacancy Review Board in the Department of Personnel and supplementing Title 11A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    There is established a Vacancy Review Board to review the duties of, and continued need for, any position in the Executive Branch of State Government that becomes vacant for any reason, in order to determine whether that position should be continued, eliminated, reclassified or transferred.  The board shall have the authority to establish procedures necessary for the implementation of this process.  Each department shall cooperate fully with, and provide information and documentation to, the board.

     The board shall consist of the State Treasurer, the Commissioner of Personnel, a member of the Governor's staff designated by the Governor, a representative of the largest State employee union selected by the Governor, and a member of the public who shall hold no other elected or appointed office selected by the Governor.

     The board shall be located in the Department of Personnel.  The department shall provide necessary personnel and assistance to the board.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would establish a Vacancy Revision Board in the State Department of Personnel. The board would consist of the Commissioner of Personnel, the State Treasurer, a member of the Governor's staff, a union representative, and a member of the public selected by the Governor.  It would be the duty of the board to review  the duties of, and continued need for, any position in the Executive Branch of State Government that becomes vacant for any reason, in order to determine whether that position should be continued, eliminated, reclassified or transferred.
