SYNOPSIS
Requires notary public applicants to disclose certain identifying information.

An Act concerning notaries, amending P.L.1979, c.460 and supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Section 2 of P.L.1979, c. 460 (C.52:7-11) is amended to read as follows.
2. a. The [Secretary of State] State Treasurer shall appoint so many notaries public as the [Secretary of State] State Treasurer shall deem necessary to commission, who shall hold their respective offices for the term of five years, but may be removed from office at the pleasure of the [Secretary of State] State Treasurer.
b. (1) A person desiring to be appointed and commissioned a notary public shall make application to the [Secretary of State] State Treasurer on a form prescribed by the [Secretary of State] State Treasurer and endorsed by a member of the Legislature [or the Secretary of State or Assistant Secretary of State]. Renewals thereof shall be made in the same manner as the original application.
(2) The application form shall require the applicant to provide identifying information that includes, at minimum, the applicant's name, address, county of residence, telephone number and e-mail address, if any.
c. The fee to be collected by the [Secretary of State] State Treasurer for that appointment or renewal shall be $25.00.

2. (New section) The State Treasurer shall promulgate regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), necessary to effectuate the provisions of this act.
3. This act shall take effect on the 180th day following enactment.
STATEMENT
This bill would provide that the application form for persons applying to become notaries public must require the applicant to provide identifying information that includes, at minimum, the applicant's name, address, county of residence, telephone number and e-mail address, if any.
The bill also makes technical changes to the statute to update references to jurisdiction over notaries public. Reorganization Plan 004-1998 transferred jurisdiction concerning notaries public to the State Treasurer from the Secretary of State and the bill updates the statute accordingly.
