     Directs DEP to develop, establish, and implement electric vehicle goals.

An Act concerning electric vehicles and supplementing Title 26 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  Within one year after the effective date of this act, the Department of Environmental Protection, in consultation with the Board of Public Utilities, shall develop, establish, and begin to implement programs to accomplish the following goals concerning electric vehicles:

     (1)  (a)  By 2025, at least 330,000 of all new vehicles sold in the State annually shall be plug-in electric vehicles, (b) by 2035, at least two million of all new vehicles sold in the State annually shall be plug-in electric vehicles, and (c) by 2040, at least 90 percent of all new vehicles sold in the State shall be plug-in electric vehicles;

     (2)   By 2020, at least 600 public DC fast chargers and Level 2 public community chargers shall be available at 300 locations or more in the State; and

     (3)   By 2025, (a) at least 50 percent of all multifamily properties in the State shall have chargers or shall be charger ready, (b) at least 25 percent of all commercial properties in the State shall have chargers for use by employees and fleet vehicles, and (c) at least 50 percent of all hotels, motels, or other overnight lodging establishments shall have chargers for use by employees and persons staying at the establishment.

     b.    The Department of Environmental Protection, in consultation with the Board of Public Utilities, shall adopt, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), rules and regulations necessary for the implementation of this act.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill directs the Department of Environmental Protection (DEP), in consultation with the Board of Public Utilities (BPU) and within one year after the effective date, to develop, establish, and begin to implement programs to accomplish the goals concerning electric vehicles that are enumerated in subsection a. of section 1 of this bill.  The bill also directs the DEP, in consultation with the BPU, to adopt any necessary regulations.
