SYNOPSIS
Requires MVC to establish registry of certain towed motor vehicles.

An Act concerning certain towed motor vehicles and supplementing Title 39 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The chief administrator shall establish and maintain a towed motor vehicle registry, which shall contain the information required to be submitted by a towing company, as defined in section 1 of P.L.1999, c.396 (C.39:3-84.6), pursuant to subsection b. of this section. The registry shall be made available to the public on the commission's Internet website.
b. In the case of non-consensual towing, as defined in section 3 of P.L.2007, c.193 (C.56:13-9), a towing company shall submit to the chief administrator, within 12 hours of towing a motor vehicle, the following information:
(1) the year; make; model; color; vehicle identification number, if available; and license plate number of the vehicle;
(2) the name, address, and telephone number of the towing company that towed the vehicle;
(3) the street address or location from which the vehicle was towed; and
(4) the current location of the vehicle.
2. The chief administrator shall adopt rules and regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), as are necessary to implement this act.
3. This act shall take effect on the first day of the 10th month next following enactment, but the chief administrator may take any administrative action in advance of the effective date as may be necessary.
STATEMENT
This bill requires the New Jersey Motor Vehicle Commission (MVC) to establish a registry of certain towed motor vehicles. Specifically, under the provisions of this bill, the Chief Administrator of the MVC is required to establish and maintain a towed motor vehicle registry, which is to contain the information that is required to be submitted by towing companies under the bill.
The bill provides that, in the case of non-consensual towing, towing companies are required to submit, within 12 hours of towing a motor vehicle, the following information to the chief administrator: (1) the year, make, model, color, vehicle identification number if available, and license plate number of the vehicle; (2) the name, address, and telephone number of the towing company that towed the vehicle; (3) the street address or location from which the vehicle was towed; and (4) the current location of the vehicle.
Finally, under the bill, the registry is to be made available to the public on the MVC's Internet website.
