Makes FY 2015 supplemental appropriation to DHS for $5 million for substance abuse prevention, and requires substance abuse prevention programs to be evidence-based.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2015 and regulating the disbursement thereof," approved 2014 (P.L.2014, c. ).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2014, c. , the annual appropriations act for State fiscal year 2015, there is appropriated out of the General Fund the following sum for the purpose specified:

2. The following general provision is added to P.L.2014, c. , the annual appropriations act for State fiscal year 2015, to read as follows:
88. Notwithstanding the provisions of any law or regulation to the contrary, no State or other funds appropriated pursuant to this act shall be expended to support a program, if the primary objective of the program is the prevention of substance abuse, unless the program is included in the National Registry of Evidence-based Programs and Practices established by the federal Substance Abuse and Mental Health Services Administration.
3. This act shall take effect immediately, and shall apply to contracts issued or renewed on or after the effective date.
STATEMENT
This bill supplements the Fiscal Year 2015 Annual Appropriations Act in providing $5 million from the General Fund to the Division of Mental Health and Addiction Services in the Department of Human Services to support substance abuse prevention programs.
The bill also adds a new general provision to the appropriations act that would prohibit the expenditure of any State or other funds to support a program, if the primary objective of the program is the prevention of substance abuse, unless the program is included in the National Registry of Evidence-based Programs and Practices established by the federal Substance Abuse and Mental Health Services Administration. As a general provision, this would apply to substance abuse prevention programs administered by any agency of State government, including the Department of Human Services, the Department of Children and Families, and the Governor's Council on Alcoholism and Drug Abuse.
