An Act amending and supplementing the Fiscal Year 2016 annual appropriations act, P.L.2015, c.63.
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2015, c.63, the annual appropriations act for fiscal year 2016, there are appropriated out of the General Fund the following sums for the purposes specified:

2. The following language provisions in section 1 of P.L.2015, c.63, the annual appropriations act for fiscal year 2016, are amended to read as follows:

From the amount hereinabove appropriated for Nonpublic Security Aid the Commissioner of Education shall provide State aid to each school district in an amount equal to $25 multiplied by the number of nonpublic school students within the district identified by the district on or before November 5 for security services, equipment, or technology to ensure safe and secure school environment for nonpublic school students. Provided further that [$2,000,000] $2,500,000 shall be transferred to the Office of the Secretary of Higher Education and shall be allocated to the institution of higher education determined by the Secretary to be most in need of security enhancements in order to protect the safety of students and faculty.

Notwithstanding the provisions of any law or regulation to the contrary, there are appropriated from the New Jersey Spinal Cord Research Fund such amounts as necessary to support the award of grants for research on the treatment of spinal cord injuries, both traumatic and non-traumatic, subject to the approval of the Director of the Division of Budget and Accounting except that an amount not to exceed $3,500,000 from the unexpended balance in the fund may be transferred to the General Fund as State revenue, subject to the approval of the director.

3. The following language provision is added to section 1 of P.L.2015, c.63, the annual appropriations act for fiscal year 2016:

Notwithstanding the provisions of section 22 of P.L.2010, c.104 (C.48:23-29) or any other law or regulation to the contrary, $9,000,000 received by the New Jersey Public Broadcasting Authority from T-Mobile USA, Inc. pursuant to the Concurrent Operations and Interference Avoidance Agreement and deposited into the Trust Fund for the Support of Public Broadcasting is appropriated from the trust fund for deposit into the General Fund as State revenue.
4. This act shall take effect immediately.
STATEMENT
This bill amends and supplements the Fiscal Year 2016 appropriations act. It makes State appropriations totaling $11,576,000 and amends and supplements various language provisions affecting appropriations and revenues.
Supplemental Appropriations of State Funds
· $500,000 State Aid appropriation to the Department of Education for transfer to the Office of the Secretary of Higher Education for security enhancements at an institution of higher education; and
· $11,076,000 Grants-in Aid appropriation to the Department of Health for Health Care Subsidy Fund Payments to account for lower than anticipated dedicated revenues.
Amendments and Supplements to Language Provisions
· A Department of Education language revision to permit the transfer of an additional $500,000 for Nonpublic Security Aid to the Office of the Secretary of Higher Education to fund security enhancements at an institution of higher education;
· A Department of Health language revision to permit the transfer of surplus balances of up to $3,500,000 from the New Jersey Spinal Cord Research Fund to the General Fund as State revenue; and
· A new Department of Treasury language provision to permit the transfer of the $9,000,000 surplus balance from the Trust Fund for the Support of Public Broadcasting to the General Fund as State revenue.
