SYNOPSIS
Provides supplemental appropriation of $200,000 to Rutgers University - Camden for support of Citizenship Rutgers events.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2015 and regulating the disbursement thereof," approved June 30, 2014 (P.L.2014, c.14).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2014, c.14, there is appropriated out of the General Fund the following sum for the purpose specified:

The amount hereinabove appropriated shall be used to support the organization and hosting of naturalization application assistance events by Citizenship Rutgers, an immigration law project of Rutgers University - Camden. The appropriation may be used for costs related to the program such as advertising, hospitality, personnel, and facility costs associated with the events as well as to support the salaries of Rutgers University - Camden employees who will coordinate the events and conduct other work related to the Citizenship Rutgers project. At least one event shall be held in each of the northern, central, and southern regions of the State.
2. This act shall take effect immediately.
STATEMENT
This bill makes a State fiscal year 2015 supplemental appropriation of $200,000 from the General Fund to Citizenship Rutgers, an immigration law project of Rutgers University - Camden. The funds will be used to support the organization and hosting of naturalization application assistance events by Citizenship Rutgers. The appropriation may be used for advertising, hospitality, personnel, and facility costs associated with the events as well as to support the salaries of Rutgers University - Camden employees who will coordinate the events and conduct other work related to the Citizenship Rutgers project. At least one event must be held in each of the northern, central, and southern regions of the State.
Citizenship Rutgers was launched in 2011 by students, faculty, and staff at Rutgers University to help legal permanent residents address the challenges of the naturalization process. The project provides free individual consultations with experienced immigration attorneys; knowledgeable, language appropriate application assistance; passport-sized photos; citizenship test questions; and English as a Second Language referrals.
There are approximately 13.3 million lawful permanent residents in the United States, and more than 600,000 of these individuals live in New Jersey. Many lawful permanent residents have lived in the United States for decades and dream of becoming citizens, yet they have not moved toward obtaining citizenship. Barriers of fear, time, and costs, in addition to the confusion caused by a complex immigration system, make it difficult for many to apply.
