     Reduces number of printed copies of each State report or publication required to be filed with State Library; provides for State Library liaison at each State office.

An Act concerning the filing of certain State reports and publications with the New Jersey State Library, amending R.S.52:14-25.1 and R.S.52:14-25.2, and supplementing chapter 14 of Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    R.S.52:14-25.1 is amended to read as follows:

     52:14-25.1.  All State officers, departments [and], commissions [or], committees, or agencies issuing annual reports or special reports required by law to be submitted to the Governor or to the Legislature of this State, where such reports are printed [, mimeographed or otherwise mechanically reproduced] and electronically produced, shall file with the New Jersey State Library for [general reference use in said library and for exchange purposes at least 75 copies of each of such printed, mimeographed or otherwise mechanically reproduced reports] permanent public access and distribution purposes one electronic copy and six printed copies, and in those cases where such reports are made in [typewritten] electronic form and not subsequently printed, [mimeographed or otherwise mechanically reproduced] shall file in the State Library for [general] permanent reference use [at least one each of such typewritten reports] one electronic copy and one printed copy.

     2.    R.S.52:14-25.2 is amended to read as follows:

     52:14-25.2. State officers, departments, commissions [or], committees, or agencies issuing from time to  time serial or other publications of a general informational character other than annual or special reports, where such publications are printed [, mimeographed or otherwise mechanically reproduced] and electronically produced for public distribution, shall file in the State Library for permanent [reference use and for exchange purposes at least 75 copies] public access and distribution purposes one electronic copy and six printed copies of each of such publications, and in those cases where such serials or other publications are not printed [, mimeographed or otherwise mechanically reproduced] but are issued in [typewritten] electronic form, shall file in the State Library for [general] permanent reference use [at least one
each of such typewritten publications] one electronic copy and one printed copy.

     3.    (New section) All State offices, departments, commissions, committees, and agencies shall designate an individual to act as liaison to the New Jersey State Library.  The State Librarian of the State Library, in accordance with the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), shall promulgate rules and regulations for State offices, departments, commissions, committees, and agencies to follow concerning the submission of reports and publications to the State Library pursuant to R.S.52:14-25.1 and R.S.52:14-25.2.

 

     4.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill reduces, from 75 to 6, the number of printed copies of each report or publication required by law to be filed with the State Library by each State government entity, and provides that an electronic copy of each such report must also be transmitted to the State Library for permanent access and reference by the public.

     Under current law, all State officers, departments, commissions, or committees that issue annual reports or special reports required by law to be submitted to the Governor or to the Legislature, or that issue other publications of general informational character, must file with the State Library 75 printed copies of such reports or publications if they are printed, and one printed copy of such reports or publications if they are not printed.  Under the bill, only 6 printed copies of such printed reports will be required to be submitted to the State Library, along with an electronic copy of each.

     For clarification purposes, the bill adds the word "agency" to the list of State entities that may be required by law to submit reports or publications to the State Library.  In addition, the bill provides that all State offices, departments, commissions, committees, and agencies must designate an individual to act as liaison to the State Library, and directs the State Librarian to promulgate rules and regulations for State entities to follow concerning the submission of reports and publications to the State Library.
