SYNOPSIS
Provides military-connected student aid to certain school districts.

An Act concerning the provision of State school aid to certain school districts, amending P.L.2015, c.46, and supplementing P.L.2007, c.260 (C.18A:7F-43 et al.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Section 2 of P.L.2015, c.46 (C.18A:7F-64) is amended to read as follows:
2. [When] Except as otherwise provided pursuant to section 2 of P.L. , c. (C. ) (pending before the Legislature as this bill), when determining the amount of State school aid that shall be awarded to a school district pursuant to the provisions of P.L.2007, c.260 (C.18A:7F-43 et al.) or any other law, the Commissioner of Education shall not consider a school district's receipt of federal funds pursuant to section 8002, 8003, 8007, or 8008 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. s.7702, 7703, 7707, or 7708) in any manner that would cause the school district to be awarded less State school aid than the district would have been awarded had the district not received the federal funds. Such funds shall not be considered when calculating the district's undesignated general fund balance pursuant to section 7 of P.L.1996, c.138 (C.18A:7F-7).

2. (New section) a. A school district shall receive military-connected student aid based on the number of its resident students who reside on a military installation. The aid shall be calculated as follows:
MCSA = MCS x ADQLSPP
where
MCS is the number of military-connected students included in the school district's projected resident enrollment; and
ADQLSPP is the school district's adequacy budget local share per pupil amount.
b. As used in this section:
"Military-connected student" means a student who resides on a military installation and whose parent or guardian is currently a member of, employed by, or is a retired veteran of, the armed forces of the United States.
"Adequacy budget local share per pupil amount" means the school district's adequacy budget, as calculated pursuant to section 9 of P.L.2007, c.260 (C.18A:7F-51), minus the amount of equalization aid received pursuant to the provisions of P.L.2007, c.260 (C.18A:7F-43 et al.) and federal impact aid received pursuant to sections 8002 and 8003 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. ss. 7702 and 7703), divided by the school district's projected resident enrollment.
3. This act shall take effect immediately and shall first be applicable in the first full school year following the date of enactment.
STATEMENT
This bill establishes an additional category of State school aid under the "School Funding Reform Act of 2008," P.L.2007, c.260. Under the bill, military-connected student aid would be provided to a school district in an amount equal to the number of military-connected students included in the school district's projected resident enrollment multiplied by the district's adequacy budget local share per pupil amount. The bill defines military-connected student as one who resides on a military installation and whose parent or guardian is currently a member of, employed by, or is a retired veteran of, the armed forces of the United States. A district's adequacy budget local share per pupil amount is the district's adequacy budget, minus any equalization aid and federal impact aid that the district receives, divided by the district's projected resident enrollment.
