     Limits provision of services at nonprofit veterinary facilities to certain clients.

An Act concerning the provision of services at nonprofit veterinary facilities and amending P.L.1952, c.198.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Section 6 of P.L.1952, c.198 (C.45:16-9.6) is amended to read as follows:

     6.    a.  Wherever the profession of veterinary medicine, surgery and dentistry is carried on by a partnership, corporation incorporated under Title 14A of the New Jersey Statutes or professional association, all partners or shareholders [must] shall be licensed veterinarians.

     b.    Wherever the profession of veterinary medicine, surgery and dentistry is carried on by a nonprofit corporation incorporated under Title 15A of the New Jersey Statutes, the veterinary medicine, surgery and dentistry services shall be provided only to animals owned by persons participating in at least one of the following programs:

     (1)   the New Jersey Supplemental Nutrition Assistance Program, established pursuant to the federal "Food and Nutrition Act of 2008," Pub.L.110-246 (7 U.S.C. s.2011 et seq.);

     (2)   the Supplemental Security Income program established pursuant to Title XVI of the federal Social Security Act (42 U.S.C. s.1381 et seq.);

     (3)   Aid to Families with Dependent Children or Temporary Assistance for Needy Families pursuant to 42 U.S.C. s.601 et seq.;

     (4)   the program for general public assistance, pursuant to the provisions of the "General Public Assistance Law," P.L.1947, c.156 (C.44:8-107 et seq.);

     (5)   the program of medical assistance pursuant to P.L.1968, c.413 (C.30:4D-1 et seq.);

     (6)   the program of "Pharmaceutical Assistance to the Aged," established pursuant to P.L.1975, c.194 (C.30:4D-20 et seq.);

     (7)   the rental assistance program authorized pursuant to section 8 of the United States Housing Act of 1937 as added by the Housing and Community Development Act of 1974, Pub.L.93-383 (42 U.S.C. s. 1437(f));

     (8)   the "Lifeline Credit Program" established pursuant to P.L.1979, c.197 (C.48:2-29.15 et seq.); or

     (9)   the "Tenants' Lifeline Assistance Program" established pursuant to P.L.1981, c.210 (C.48:2-29.30 et seq.).

     2.    This act shall take effect immediately.

STATEMENT

 

     This bill requires nonprofit veterinary facilities to render services only to animals that are owned by persons participating in certain public assistance programs.  The programs include income, food, prescription drug, and housing assistance programs administered by the State and federal governments.
