SYNOPSIS
Makes supplemental appropriation of $2,500,000 to Salvation and Social Justice for "Return and Restore" program.

A Supplement to the annual appropriations act for the fiscal year ending June 30, 2024, P.L.2023, c.74.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2023, c.74, the annual appropriations act for the fiscal year ending June 30, 2024, there is appropriated from the General Fund the following amount for the purpose specified:

50 Economic Planning, Development, and Security
55 Social Services Program
GRANTS-IN-AID

Notwithstanding the provisions of any law or regulation to the contrary, the amount hereinabove appropriated for Salvation and Social Justice, shall be provided to Salvation and Social Justice's Trenton Restorative Street Team to administer the "Restore and Return" program.
2. This act shall take effect immediately.
STATEMENT
This bill supplements the Fiscal Year 2024 appropriations act to provide $2.5 million in supplemental funding to the not-for-profit organization Salvation and Social Justice. Specifically, the supplemental funding is provided to Salvation and Social Justice's Trenton Restorative Street Team (TRST) to operate the "Return and Restore" program.
According to the sponsor, TRST aims to work with formerly incarcerated individuals to reduce gang-related activities, gun violence, and the likelihood of recidivism.
To advance the Return and
Restore pilot program, Salvation and Social Justice seeks $2.5 million to
provide comprehensive supportive services for hard-to-reach,
corrections system-involved individuals, in
Trenton.
TRST team includes trained outreach workers, counselors, intervention specialists, community organizers, former gang members, and formerly incarcerated individuals from Trenton. The main goal is to mediate conflicts, deescalate tensions, and prevent acts of violence from occurring in schools and in communities.
