SYNOPSIS

     Requires that, by 2025, at least 30 percent of all energy consumed by State entities be from renewable energy sources.

An Act concerning the use of renewable energy by State entities and supplementing Title 52 of the Revised Statutes. 

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Notwithstanding the requirements of any other law, rule, regulation, or order to the contrary, no later than January 1, 2025, at least 30 percent of the total electric energy purchased or consumed by each State entity shall be from Class I renewable energy sources, unless the Director of the Division of Purchase and Property in the Department of the Treasury determines, on a case-by-case basis, that such a requirement would be unreasonably costly or inconsistent with the public interest. 

     b.    The Director of the Division of Purchase and Property, in consultation with the Board of Public Utilities, shall issue, and periodically update, guidance to State entities on how to comply with the requirements of this act. 

     c.     As used in this section, "Class I renewable energy" and "State entity" mean the same as those terms are defined in section 3 of P.L.1999, c.23 (C.48:3-51). 

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would require that at least 30 percent of the total electric energy that is purchased or consumed by State entities be from Class I renewable energy sources such as solar, wind, hydropower, and biomass.  "State entity" includes any department, agency, or office of State government, a State college or university, or an authority created by the State.  A State entity would not be required to comply with the requirements of this bill if the Director of the Division of Purchase and Property in the Department of the Treasury determines that it would be unreasonably costly or inconsistent with the public interest.  The director would be required to issue guidance to State entities on how to comply with the requirements of this bill.
