     Authorizes hiring preference for veterans in non-civil service jurisdictions.

An Act concerning hiring preferences for veterans in certain counties and municipalities and supplementing chapter 9 of Title 40A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    In addition to the veteran's preferences provided for in  section 1 of P.L.1976, c.132 (C.40A:14-10.1a) and  section 2 of P.L.1976, c.132 (C.40A:14-123.1a), a county or municipality wherein Title 11A, Civil Service, of the  New Jersey Statutes  has not been adopted, may adopt a resolution or ordinance, as applicable, providing hiring preference to veterans, as defined in N.J.S.11A:5-1, provided that in all measurable criteria, the veteran and nonveteran are equally qualified for the position.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would provide counties and municipalities that are not subject to the civil service rules with the ability to provide hiring preferences to veterans.  In order to be eligible for preferential treatment under the bill, when applying for employment with a county or municipality, a veteran must be at equally qualified in all measurable criteria with all other candidates for the position.  The bill does not modify the provisions of chapter 14 of Title 40A of the New Jersey Statutes concerning preference given to veterans with regard to employment in police and fire departments.
