SYNOPSIS
Requires State designated children's hospitals to have Pediatric Emergency Physician on duty at all times in emergency department.

An Act concerning designated children's hospitals and supplementing Title 26 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. In addition to any other staffing requirements established by law or regulation for hospital emergency departments in this State, a hospital designated by the Commissioner of Health and Senior Services as a children's hospital pursuant to chapter 2H of Title 26 of the Revised Statutes or P.L.1999, c.394, shall have on duty in its emergency department, at all times, a physician who is board certified in Pediatric Emergency Medicine.
2. The Commissioner of Health and Senior Services shall adopt regulations in accordance with the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) to carry out the purposes of this act.
3. This act shall take effect on the 90th day following enactment.
STATEMENT
In order to ensure the highest quality emergency care is provided to infants and children in this State, this bill requires that all hospitals in the State designated by the Commissioner of Health and Senior Services as "children's hospitals" shall have on duty in the emergency department, at all times, a physician who is board certified in Pediatric Emergency Medicine.
Presently, 10 hospitals in the State are designated as "children's hospitals." These designated hospitals are: Children's Hospital of New Jersey at Newark Beth Israel Medical Center, Cooper Hospital/University Medical Center, Robert Wood Johnson University Hospital/St. Peter's University Medical Center, St. Joseph's Hospital and Medical Center, Jersey Shore University Medical Center, Hackensack University Medical Center, Jersey City Medical Center, Monmouth Medical Center, and Morristown Memorial Hospital.
