An Act concerning the observance of September 11 by public school districts and supplementing chapter 36 of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Legislature finds and declares that the tragic events of September 11, 2001 have left an indelible mark on the collective consciousness of this great State and nation; that the infamy of the terrorist attack conducted on that date against the United States is only surpassed by the heroism and patriotism of the citizens who responded to the crisis and risked their own lives, health, and safety to either thwart the terrorists' actions or to assist the victims of the attack; that the actions of such brave individuals serve as an example of the American spirit and a reminder to those not directly involved in the events of the day that the liberty this nation enjoys is not maintained without sacrifice; and that the preservation of the memory of the events of September 11 among students enrolled in the schools of this State will act as a powerful lesson on the responsibilities associated with democracy.
2. The students and staff members of each public school in the State shall observe a one minute period of silence at 10 A.M. on September 11 of each school year in memory of those who lost their lives in the terrorist attack on the United States on September 11, 2001, and in recognition of the police officers, firefighters, emergency medical workers and other citizens of this State and country who risked their own lives, health and safety to assist the victims of that attack.
3. This act shall take effect immediately.
STATEMENT
This bill requires the students and staff members of each public school in the State to observe a one minute period of silence at 10 A.M. on September 11 of each school year. This observance will be in memory of those who lost their lives in the terrorist attack on the United States on September 11, 2001, and in recognition of the police officers, firefighters, emergency medical workers and other citizens of this State and country who risked their own lives, health and safety to assist the victims of that attack.
The observance of such an annual moment of silence will serve as a periodic reminder and a lesson to students that the freedom this nation enjoys is not without its sacrifices and responsibilities.
