SYNOPSIS
Waives certain professional and occupational licensing fees for individuals and spouses with military status under certain circumstances.

An Act concerning professional and occupational licensing fees for certain qualified individuals and supplementing P.L.1978, c.73 (C.45:1-14 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. As used in this act:
"Board" means a professional or occupational board designated in section 2 of P.L.1978, c.73 (C.45:1-15) that issues a professional or occupational license, certificate of registration, or certification.
"Fee" means any fee related to the issuance or renewal of a professional or occupational license, certificate of registration, or certification issued by the board, but shall not include any penalty or fine imposed by the board. A fee shall not be construed to include the cost for any required criminal history background check or for a professional seal which are paid to the board for services provided by entities other than the board.
"Qualified applicant" means an applicant who is a member of the Armed Forces of the United States or the member's spouse or a member of the National Guard of any state or the member's spouse and who is domiciled in this State or will be moving to this State from another jurisdiction.
b. Notwithstanding the provisions of any law, rule, or regulation to the contrary, a board shall not charge a fee for the issuance or renewal of a professional or occupational license, certificate of registration, or certification to a qualified applicant.
2. This act shall take effect on the first day of the third month following enactment.
STATEMENT
This bill provides that the several professional and occupational licensing boards in the Division of Consumer Affairs in the Department of Law and Public Safety shall not charge a fee to a member of the Armed Forces of the United States or the member's spouse or a member of the National Guard of any state or the member's spouse when issuing or renewing that professional or occupational license, certificate of registration, or certification to practice in New Jersey.
The bill also defines "fee" and "board," and specifies that a qualified applicant who is domiciled in this State or will be moving to this State is a person who will be covered under the bill.
