An Act concerning firefighter training and supplementing chapter 27D of Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  All recruit firefighter training programs conducted by the Division of Fire Safety in the Department of Community Affairs shall be accredited by the National Board on Fire Service Professional Qualifications, the International Fire Service Accreditation Congress, or any successor entity.

     b.    Persons who successfully complete an accredited recruit firefighter training program as set forth in subsection a. of this section shall be eligible to receive a certificate of national certification offered by the organization that has accredited the training program, upon payment of a certificate of certification fee to the accrediting organization.

     c.     The Director of the Division of Fire Safety in the Department of Community Affairs shall adopt rules and regulations to implement the provisions of this section, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.).

 

     2.    This act shall take effect immediately, except that subsections a. and b. of section 1 shall remain inoperative until the first day of the twenty-fifth month after enactment.

 

 

STATEMENT

 

     This bill requires that all recruit firefighter training programs conducted by the Division of Fire Safety in the Department of Community Affairs be accredited by the National Board on Fire Service Professional Qualifications, the International Fire Service Accreditation Congress, or any successor entity. 

     The bill provides that persons who successfully complete an accredited recruit firefighter training program shall be eligible to receive a certificate of national certification offered by the organization that has accredited the training program, upon payment of the appropriate fee to the accrediting organization. 

     This act is to take effect immediately, except that subsections a. and b. of section 1, concerning the new requirements for classes and certification, will remain inoperative until the first day of the twenty-fifth month after enactment, in order to afford the Division of Fire Safety sufficient time to become accredited and adopt regulations consistent with the bill.
