                    CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
        proposing  an amendment to article 3 of the constitution, in relation to
          nonpartisan establishment of state legislative districts
     1    Section 1. Resolved (if the Senate concur),  That  article  3  of  the
     2  constitution be amended by adding a new section 5-c to read as follows:
     3    §  5-c.  A  nonpartisan commission comprised of qualified individuals,
     4  that shall consist of members that are not  elected  to  the  senate  or
     5  assembly,  shall  apportion  senate  and assembly districts according to
     6  population and geographical guidelines  and  requirements  contained  in
     7  this  article  and  other applicable law.  The legislature shall appoint
     8  members to the commission. The commission's final apportionment  bounda-
     9  ries  shall  be  subject to legislative approval.  The legislature shall
    10  enact such laws as are necessary to carry out  the  provisions  of  this
    11  section.
    12    §  2. Resolved (if the Senate concur), That the foregoing amendment be
    13  referred to the first regular legislative session  convening  after  the
    14  next  succeeding  general  election  of members of the assembly, and, in
    15  conformity with  section  1  of  article  19  of  the  constitution,  be
    16  published for 3 months previous to the time of such election.
