STATE OF NEW YORK ________________________________________________________________________ 1602 2023-2024 Regular Sessions IN ASSEMBLY January 17, 2023 ___________ Introduced by M. of A. GUNTHER -- read once and referred to the Commit- tee on Consumer Affairs and Protection AN ACT to amend the general business law, in relation to agreements regarding automatic license plate reader systems The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The general business law is amended by adding a new section 2 397-b to read as follows: 3 § 397-b. Agreements regarding automatic license plate reader systems. 4 No owner or operator of an automatic license plate reader system shall 5 require a police agency, as defined in subdivision eight of section 6 eight hundred thirty-five of the executive law, to meet a minimum thres- 7 hold of violations or arrests as part of a lease agreement or as part of 8 an agreement to allow the police agency to utilize such automatic 9 license plate reader system. For purposes of this section, "automatic 10 license plate reader system" shall mean a system of one or more mobile 11 or fixed high speed cameras used in combination with computer algorithms 12 to convert images of license plates into computer-readable data. 13 § 2.
