Bill Title: Establishes the citywide leadership team to ensure that parents' and students' voices are represented in all education decision-making, ensure education policies considered or implemented are conducive to promoting student achievement and enhancing the overall quality of education for students attending public schools in the city of New York, and include all stakeholders at all stages of the decision-making process.

ANDERSON, WALKER, ZINERMAN, TAYLOR, CHANDLER-WA- TERMAN -- read once and referred to the Committee on Cities -- recom- mitted to the Committee on Cities in accordance with Assembly Rule 3, sec. 2 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the administrative code of the city of New York, in relation to establishing the citywide leadership team; and making an appropriation therefor The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Title 21-A of the administrative code of the city of New 2 York is amended by adding a new chapter 23-A to read as follows: 3 CHAPTER 23-A 4 LEADERSHIP TEAMS 5 § 21-990.1 Citywide leadership team. a. The Citywide Leadership Team 6 is based on the NYS commissioner's regulations 100.11 and The 7 Chancellor's Regulations A-655 Article XIII, and the Manhattan High 8 Schools Presidents Council Resolution adopted May 26, 2021, for the 9 largest school district in New York state and nation to adhere to and 10 engage stakeholders accordingly, and will serve as a model for school 11 and district leadership teams to ensure they are operating effectively, 12 to align the school based budget with a comprehensive education plan, so 13 every New York city public school student has direct access to high 14 quality educational opportunities. 15 b. The citywide leadership team shall consist of twenty-five repre- 16 sentatives. Members shall be appointed by the following groups in the 17 following manner: 18 1. the New York city public school chancellor, or a senior official 19 selected by the chancellor; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD03137-05-3A. 1799--A 2 1 2. one representative who is the president of the council of school 2 supervisors and administrators; or a senior official selected by the 3 president; 4 3. one representative who is the president of the united federation 5 of teachers; or a senior official selected by the president; 6 4. one representative who is the president of the district council 7 thirty-seven; or a senior official selected by the president; 8 5. one representative who is president of local two hundred thirty- 9 seven; or a senior official selected by the president. 10 6. nine parent representatives to be selected by PTA Presidents via 11 Presidents Councils as follows: 12 (a) one representative from each borough; 13 (b) one representative from high schools; 14 (c) one representative from an individualized education plan (IEP); 15 (d) one representative from English language learners; and 16 (e) one representative from union D75. 17 7. ten representatives shall be student representatives to be selected 18 by presidents of student governments/councils, two students from each 19 borough. 20 8. Additional representatives from community based organizations and 21 school affiliated agencies as needed. 22 c. The citywide leadership team shall ensure that parents' and 23 students' voices are represented in all education decision-making, shall 24 ensure education policies considered or implemented are conducive to 25 promoting student achievement and enhancing the overall quality of 26 education for students attending public schools in the city of New York, 27 and shall include all stakeholders at all stages of the decision-making 28 process. The responsibilities of the citywide leadership team shall 29 include: 30 1. serve as a model for school and district leadership teams; 31 2. providing necessary support for school leadership teams to effec- 32 tively align the school base budget with comprehensive education plan; 33 3. empowering school district leadership teams and school leadership 34 teams to contribute to the development of the citywide comprehensive 35 education plan to facilitate cohesive education policies throughout all 36 districts by providing uniformed plans basic enough for districts and 37 schools to implement teaching and learning specifically for their 38 district's respective needs; 39 4. developing and maintaining a one page check sheet for school lead- 40 ership teams to report quarterly to district leadership teams, and for 41 district leadership teams to report bi-annually to the citywide leader- 42 ship team, to help cohesively facilitate the duties of the department's 43 school and district improvement liaisons to oversee department central 44 accountability. The citywide leadership team and chancellor shall report 45 State of the Schools annually in the month of July to the New York state 46 department of education, the New York city public school system and to 47 the public; 48 5. reporting to their respective constituents and bringing concerns, 49 recommendations, and ideas of their respective school communities to the 50 citywide leadership team; and 51 6. The citywide leadership team co-developers will provide advisement 52 to ensure fairness, effectiveness and accountability. 53 d. The citywide leadership team shall: 54 1. hold a summit at least three times a school year, and hold meetings 55 when special circumstances arise;A. 1799--A 3 1 2. shall have a standing committee called the legislative committee 2 that will provide professional development for education stakeholders, 3 and carry out the main mission of creating a single document, the city- 4 wide comprehensive education plan, that represents the consensus of all 5 New York city education stakeholders. As required, further committees 6 can be formed; 7 3. draft its own bylaws, which shall be consistent with both the 8 chancellor's and the state's regulations; 9 4. operate all meetings and summits in accordance with article seven 10 of the public officers law and Robert's Rules of Order; 11 5. formulate and officiate a mission statement, design and develop a 12 plan to meet mission objectives, establish accountability and evaluation 13 methods for the citywide leadership team, district leadership teams, and 14 school leadership teams, and maintain harmonization across all three 15 levels of teams; 16 6. share information with their respective constituents and bring 17 their feedback to the citywide leadership team for consideration and 18 deliberation; and 19 7. allow members of the public to submit questions, comments, or 20 suggestions in writing in advance of any meeting or summit for consider- 21 ation by the citywide leadership team, along with the chancellor and 22 presidents of unions. 23 8. A quorum shall consist of seven members, including one union 24 member, four parents, and two students with at least two boroughs 25 represented. 26 § 2. The sum of two hundred fifty thousand dollars ($250,000.00), or 27 so much thereof as may be necessary, is hereby appropriated to the 28 department of education out of any moneys in the state treasury in the 29 general fund to the credit of the New York city department of education, 30 not otherwise appropriated, and made immediately available for expenses, 31 including for an executive administrator, administrative assistant and 32 stipends for parents and students participating on the citywide leader- 33 ship team, and for incidental expenses. Such moneys shall be payable on 34 the audit and warrant of the comptroller on vouchers certified or 35 approved by the department of education in the manner prescribed by law. 36 § 3. This act shall take effect on the ninetieth day after it shall 37 have become a law. Effective immediately, the addition, amendment and/or 38 repeal of any rule or regulation necessary for the implementation of 39 this act on its effective date are authorized to be made and completed 40 on or before such effective date.
