        AN  ACT to amend the public health law, in relation to research relating
          to the health effects of artificial night light

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Paragraphs (u), (v), (w), (x) and (y) of subdivision 1 of
     2  section 201 of the public health law, paragraph (u) as added by  chapter
     3  939  of  the  laws of 1976, paragraph (v) as added by chapter 474 of the
     4  laws of 1996, paragraph (w) as added by chapter 543 of the laws of 2019,
     5  paragraph (x) as added by section 2 of subpart S of part XX  of  chapter
     6  55  of  the laws of 2020 and paragraph (y) as added by chapter 95 of the
     7  laws of 2022, are amended and a new paragraph (z) is added  to  read  as
     8  follows:
     9    (u) engage in research into the causes of rocky mountain spotted fever
    10  and  the  prevention  thereof  and  develop  programs for the control of
    11  ticks, insects and anthropods which act as vectors of disease  affecting
    12  [man] humans, within funds made available for such purposes[.];
    13    (v)  act as the single state agency for medical assistance pursuant to
    14  section three hundred sixty-three-a  of  the  social  services  law,  as
    15  amended  by  this chapter, with responsibility to supervise the plan for
    16  medical assistance as required by title XIX of the federal Social  Secu-
    17  rity act, or its successor, and to adopt regulations as may be necessary
    18  to implement this plan[.];
    19    (w)  make  available  to the council on children and families informa-
    20  tion, in a format identified by the  council,  regarding  home  visiting
    21  programs  that  meet  the  criteria  as required by section four hundred
    22  twenty-nine of the  social  services  law  regardless  of  whether  such
    23  program  has  a  contract  with  or receive funding from the state. Such
    24  information shall be provided in accordance with  the  requirements  set

     1  forth  in  subdivision two of section four hundred eighty-three-h of the
     2  social services law. Such information shall be made  available  no  less
     3  than once a year[.];
     4    (x) produce an annual report analyzing the costs related to the sexual
     5  assault examination direct reimbursement program as created under subdi-
     6  vision  thirteen  of section six hundred thirty-one of the executive law
     7  and provide such report to the office of victim services  on  or  before
     8  September  first  of  each  year.  Such  report shall be provided to the
     9  governor, temporary president of the  senate  and  the  speaker  of  the
    10  assembly[.];
    11    (y)  To  develop  a  form  by  which a coroner, coroner's physician or
    12  medical examiner, pursuant to section six hundred seventy-seven  of  the
    13  county law, shall report to the division of veterans' services any death
    14  which  appears to be caused by suicide by a person who, to the knowledge
    15  of the coroner, coroner's physician or medical examiner, is  a  veteran.
    16  This  form  shall at a minimum: (i) ensure compliance with the strictest
    17  privacy protections and encourage data aggregation to the extent  feasi-
    18  ble;  (ii)  provide  the  address  to  which the form is to be mailed or
    19  submitted electronically; and (iii) include the county of residence  and
    20  the  branch  of  service of deceased veterans during the reporting peri-
    21  od[.]; and
    22    (z) engage in and/or support research into the health effects of arti-
    23  ficial night light including but not limited to research  on  indicators
    24  that  exposure  to  light  at night may be associated with the increased
    25  risk of developing breast cancer by  suppressing  the  normal  nocturnal
    26  production of melatonin by the pineal gland, within funds made available
    27  for  such  purposes  including research funds from non-state, public and
    28  private sources;
    29    § 2. This act shall take effect immediately.
