STATE OF NEW YORK ________________________________________________________________________ 1956 2017-2018 Regular Sessions IN ASSEMBLY January 17, 2017 ___________ Introduced by M. of A. BRONSON -- read once and referred to the Commit- tee on Labor AN ACT to amend the labor law, in relation to general powers and duties of the commissioner of labor The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 21 of the labor law is amended by adding a new 2 subdivision 15 to read as follows: 3 15. Catalogue of workforce development funding. (a) The department 4 shall publish by October first, two thousand seventeen and update annu- 5 ally, thereafter, a catalogue of workforce development funding programs. 6 Such catalogue shall include all state and federal funding programs that 7 support the following services, including, but not limited to: 8 (1) employment counseling; 9 (2) the obtainment of a high school diploma or its equivalent; 10 (3) higher education leading to a career; 11 (4) skills and vocational training; 12 (5) skills development and improvement; 13 (6) certifications, licenses and certificates that improve employabil- 14 ity literacy training; 15 (7) English as a second language; 16 (8) life skills instruction; 17 (9) on-the-job training; 18 (10) internships; 19 (11) pre-apprenticeships; 20 (12) entry level and advanced skills training; 21 (13) retraining; 22 (14) structured worksite training; 23 (15) pre-vocational skills training; 24 (16) school-to-work transition activities; 25 (17) employability skills training; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD06811-01-7A. 1956 2 1 (18) wage reimbursement for skills upgrading; 2 (19) counseling; 3 (20) stipends; 4 (21) tuition assistance; and 5 (22) apprenticeships. 6 The catalogue shall include, but not be limited to, the following 7 information for each funding program: 8 (i) the name of the funding program and the agency administering the 9 funding program; 10 (ii) a description of the purpose of the funding program; 11 (iii) a specific program Uniform Resource Locator ("URL"), if any; 12 (iv) the year the program was established; 13 (v) a catalog of federal domestic assistance numbers, if any; 14 (vi) the legal authority, including statute and regulation citations; 15 (vii) the program and fiscal contact information including agency 16 name, telephone number, and email address; 17 (viii) all eligibility requirements; 18 (ix) any program and special restrictions; 19 (x) any action or actions required to receive aid; 20 (xi) a description of aid which shall include, but not be limited to, 21 the flow of funds between entities, the type of aid formula used, any 22 matching requirements and any maintenance of effort; 23 (xii) all amounts appropriated in the most recent three years, broken 24 down by fiscal year and categorized by federal funds, state general 25 funds and state special revenue; 26 (xiii) all amounts disbursed for the prior two fiscal years broken 27 down by federal funds, state general funds and state special revenue; 28 and 29 (xiv) all relevant data on the outcomes and effectiveness of such 30 funding program and the number of persons served by such funding. 31 (b) The department shall submit by the first of October, two thousand 32 seventeen and annually thereafter, a report of the catalogue of work- 33 force development funding to the governor, the temporary president of 34 the senate, the speaker of the assembly, the minority leader of the 35 senate and the minority leader of the assembly and make it available on 36 the department's website for public review by such date. 37 § 2. This act shall take effect immediately.
