       AN ACT to amend the public authorities law, in relation to capping annu-
         al water rate increases at four percent in a city having a  population
         of one million or more persons
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 1045-j of the public authorities law is amended  by
    2  adding a new subdivision 3-a to read as follows:
    3    3-A.  NOTWITHSTANDING  ANY PROVISION OF LAW, RULE OR REGULATION TO THE
    4  CONTRARY, IN A CITY HAVING A POPULATION OF ONE MILLION OR MORE  PERSONS,
    5  NO  FEE,  RATE,  RENT  OR  OTHER  CHARGE  SHALL BE ESTABLISHED, FIXED OR
    6  REVISED SO AS TO RESULT IN AN INCREASE OF MORE THAN FOUR PERCENT IN  ANY
    7  CALENDAR YEAR.
    8    S 2. This act shall take effect immediately.
