       AN ACT requiring the commissioner of the department of motor vehicles to
         conduct a study on the economic impact of all terrain vehicle usage in
         this state
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Report on economic impact of ATV use. 1. The commissioner
    2  of motor vehicles shall, in conjunction with the commissioner of econom-
    3  ic development and the commissioner of parks,  recreation  and  historic
    4  preservation, prepare a summary report on the economic impact of ATV use
    5  and  recreation in New York state. Such report shall include, but not be
    6  limited to, the following:
    7    a. the number of ATV participants  in  New  York  state,  including  a
    8  breakdown of resident and non-resident ATV participants;
    9    b.  the  frequency  of participation of ATV owners and drivers and how
   10  much money they spend on their activities including but not  limited  to
   11  expenditures  on  equipment, hotels and motels, restaurants, lodges, and
   12  camps, grocery and hardware stores, and guide services; and
   13    c. an estimate of the number of jobs that are supported by ATV partic-
   14  ipants as well as the amount of sales tax and income  tax  generated  by
   15  such participants.
   16    2. The results of the report required by this section shall be submit-
   17  ted  to the governor and to the legislature, including the chairs of the
   18  assembly ways and means committee, environmental conservation committee,
   19  tourism, arts and sports development committee, and the economic  devel-
   20  opment committee, as well as the chairs of the senate finance committee,
   21  environmental  conservation  committee,  tourism,  recreation and sports

    1  development committee, and  commerce,  economic  development  and  small
    2  business  committee  by  December  31,  2010, along with any legislative
    3  recommendations of the commissioner of motor vehicles to further enhance
    4  the economic impact of ATV use.
    5    S 2. This act shall take effect immediately.
