Bill Title: Makes it illegal to sell component parts of a pistol or firearm to any person who does not possess a valid pistol permit; the component part being purchased must be a component part to the pistol or firearm listed on the purchaser's valid pistol permit.

       AN  ACT  to  amend  the  penal law, in relation to the sale of component
         parts of a pistol or firearm
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1. The penal law is amended by adding a new section 265.45 to
    2  read as follows:
    3  S 265.45 SALE OF COMPONENT PARTS OF A PISTOL OR FIREARM.
    4    1. ANY MERCHANT, MANUFACTURER, FIRM, CORPORATION, ASSOCIATION OR AGENT
    5  OR EMPLOYEE THEREOF WHO OFFERS FOR SALE IN THIS STATE ANY COMPONENT PART
    6  OF A PISTOL OR FIREARM TO ANY INDIVIDUAL WHO DOES NOT  POSSESS  A  VALID
    7  PISTOL  PERMIT  SHALL  BE GUILTY OF A CLASS D FELONY. THE COMPONENT PART
    8  BEING PURCHASED MUST BE A COMPONENT PART TO THE PISTOL OR FIREARM LISTED
    9  ON THE PURCHASER'S VALID PISTOL PERMIT.
   10    2. FOR PURPOSES OF THIS SECTION "FIREARM" OR "PISTOL" MEANS  A  WEAPON
   11  AS DEFINED IN SECTION 265.00 OF THIS ARTICLE.
   12    S  2.  This  act shall take effect on the ninetieth day after it shall
   13  have become a law.
