       AN ACT to amend the legislative law, in relation to voting procedures
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The legislative law is amended by adding a new section 54-c
    2  to read as follows:
    3    S 54-C. VOTING PROCEDURES. 1. THE SENATE AND THE ASSEMBLY SHALL EACH:
    4    (A) ENACT INTO LAW NO LESS THAN ONE-SIXTH OF THE TOTAL BILLS ORIGINAT-
    5  ING IN EACH RESPECTIVE HOUSE DURING THE COURSE OF A LEGISLATIVE SESSION;
    6  AND
    7    (B) VOTE ON ONE-SIXTH OF THE TOTAL BILLS HAVING BEEN INTRODUCED AT THE
    8  BEGINNING OF A LEGISLATIVE SESSION EACH MONTH OF SUCH SESSION.
    9    2. ALL BILLS THE LEGISLATURE MAY CONSIDER, WITH THE EXCEPTION OF BUDG-
   10  ETARY  BILLS,  SHALL  BE INTRODUCED AT THE BEGINNING OF EACH LEGISLATIVE
   11  SESSION.
   12    3. THE PROVISIONS OF THIS SECTION SHALL  NOT  APPLY  TO  EXTRAORDINARY
   13  SESSIONS OF THE LEGISLATURE.
   14    S  2. This act shall take effect on the first of January next succeed-
   15  ing the date on which it shall have become a law.
