        AN  ACT to amend the vehicle and traffic law, in relation to authorizing
          a residential parking system in certain parts of the hamlet of  Ocean-
          side in the Town of Hempstead

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Legislative findings and intent. The legislature finds that
     2  there is a shortage of parking for residents of a section  of  Oceanside
     3  in  the  town  of  Hempstead  that  has  resulted  in  traffic  hazards,
     4  congestion, and air pollution. In addition, such lack of parking poses a
     5  hazard to residents and other pedestrians in this area. The Mount  Sinai
     6  South  Nassau  Hospital  has expanded greatly in size in recent years to
     7  become one of the largest hospitals in the region, and yet  its  parking
     8  facility  has not kept pace with the demand for parking at that institu-
     9  tion. Consequently, many of the  staff  and  visitors  to  the  hospital
    10  instead  park  on  the  streets  of  the nearby residential community of
    11  Oceanside. In addition to the greater  traffic  volume,  congestion  and
    12  associated  problems,  the  resulting  lack of parking for residents has
    13  resulted in  traffic  hazards,  air  pollution,  and  increased  litter,
    14  including  medical waste. The legislature finds that a residential park-
    15  ing system in this section of Oceanside will  reduce  such  hazards  and
    16  will  lower  pollution  levels  as  well.  The  legislature,  therefore,
    17  declares the necessity of this act to authorize the town of Hempstead to
    18  adopt a  residential  parking  permit  system  in  accordance  with  the
    19  provisions of this act.

     1    §  2.  Subdivision 2 of section 1662-e of the vehicle and traffic law,
     2  as added by chapter 267 of the laws of  2013,  is  amended  to  read  as
     3  follows:
     4    2. Such residential parking permit system may only be established
     5    (i) within the area known as East Meadow of the town consisting of the
     6  following roadways:
     7    (a) Roosevelt Avenue west of Prospect Avenue;
     8    (b) Jefferson Street west of Prospect Avenue;
     9    (c) First Street west of Prospect Avenue;
    10    (d) Second Street West of Prospect Avenue;
    11    (e) Third Street west of Prospect Avenue;
    12    (f) Fourth Street west of Prospect Avenue;
    13    (g) Clearmeadow Drive;
    14    (h) Nottingham Road;
    15    (i) Florence Court;
    16    (j) Jane Court;
    17    (k) Dofena Lane;
    18    (l) Franklin Avenue north of 4th Street;
    19    (m) Bailey Avenue;
    20    (n)  Franklin Avenue, north of 7th Street and south of Hempstead Turn-
    21  pike;
    22    (o) Lincoln Avenue, north of 7th Street and south of Roosevelt Avenue;
    23    (p) 5th Street, west of Prospect Avenue;
    24    (q) 6th Street, west of Prospect Avenue;
    25    (r) 7th Street, west of Prospect Avenue;
    26    (s) Pengon Circle;
    27    (t) Lois Court;
    28    (u) Erma Drive;
    29    (v) Ava Drive;
    30    (w) Dorothy Drive;
    31    (x) Barbara Drive;
    32    (y) Rose Drive;
    33    (z) Bly Road;
    34    (aa) Marion Drive; and
    35    (bb) Conti Square Boulevard.
    36    (ii) within the area known as Oceanside of the town which  shall  mean
    37  that area generally bounded by the following: All of that area beginning
    38  at  the  intersection of Foxhurst Road and Soper Ave; proceeding west on
    39  Foxhurst Road to Long Beach Road; thence running  north  on  Long  Beach
    40  Road  to  Merrick Road; thence running east on Merrick Road to Oceanside
    41  Road; thence running north on Oceanside Road to Sunrise Highway;  thence
    42  running east along Sunrise Highway to Charing Cross Road; thence running
    43  south  on  Charing  Cross  Road  to Merrick Road; thence running west on
    44  Merrick Road to Soper Ave; thence running south  on  Soper  Ave  to  its
    45  intersection  with  Foxhurst  Road,  the  place  of  beginning.  For the
    46  purposes of this paragraph, permit parking may be  implemented  on  both
    47  sides  of  any street whose center line is herein utilized as a boundary
    48  description; provided, however, that except for the reference  to  state
    49  highways  solely  for  the purposes of delineating the boundaries of the
    50  area described in this paragraph, the provisions of this  section  shall
    51  not apply to any state highway maintained by the state.
    52    § 3. This act shall take effect immediately.
