STATE OF NEW YORK ________________________________________________________________________ 5283 2017-2018 Regular Sessions IN ASSEMBLY February 7, 2017 ___________ Introduced by M. of A. RAMOS -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law, in relation to requiring law enforce- ment agents and peace officers to record certain information to their memo books The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The executive law is amended by adding a new section 837-t 2 to read as follows: 3 § 837-t. Records in memo books. Every law enforcement agent or peace 4 officer shall make a record in his or her memo book of the race of every 5 person the agent or officer has a meaningful interaction with during the 6 course of performing his or her official duties. For the purpose of this 7 section, "meaningful interaction" shall include, but not be limited to 8 conversations entered into pursuant to traffic stops. "Meaningful 9 interaction" shall not include casual conversations the agent or officer 10 engages in which are not germane to or in furtherance of performing his 11 or her investigatory duties as a law enforcement agent or peace officer. 12 § 2.
