CASTELLI, KATZ -- read once and referred to the Committee on Transportation AN ACT to amend the transportation law, in relation to directing the commissioner of transportation to promulgate regulations relating to deicing and inspections of deicing agents and systems for disposal thereof in airports within a watershed THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The transportation law is amended by adding a new section 2 14-n to read as follows: 3 S 14-N. DEICING AND AVIATION AUDITS WITHIN A WATERSHED. THE COMMIS- 4 SIONER, UPON CONSULTATION WITH THE COMMISSIONER OF ENVIRONMENTAL CONSER- 5 VATION, IS HEREBY AUTHORIZED AND DIRECTED TO: 6 1. PROMULGATE REGULATIONS FOR THE PROPER APPLICATION AND SPREADER 7 RATES FOR ALL DEICING MATERIALS USED IN ALL WATERSHEDS AND CONSIDER, 8 WHENEVER COST-EFFECTIVE AND OTHERWISE FEASIBLE, SUGGEST OR REQUIRE 9 ALTERNATIVES TO DEICING AGENTS THAT ARE MORE ENVIRONMENTALLY SUITABLE TO 10 PROTECT SURFACE AND GROUND DRINKING WATER SOURCES; AND 11 2. PROMULGATE REGULATIONS FOR THE EXAMINATION AND INSPECTION OF ALL 12 DEICING AGENTS AND ALL STORM WATER DRAINAGE SYSTEMS FOR THE COLLECTION 13 OR DIVERSION OF AIRPORT AND AIRCRAFT DEICING AGENTS, WHICH ARE USED 14 DIRECTLY IN SUPPORT OF AIRCRAFT OPERATIONS WITHIN ALL WATERSHEDS, 15 INCLUDING, BUT NOT LIMITED TO, PROPERTY ADJACENT TO AIRPORTS. 16 S 2.
