Bill Title: Establishes the New York state aid and incentives for municipalities redesign task force for municipalities formula and allocations; an analysis of available alternatives to the current aid and incentives for municipalities formula and allocations, including models from other states; provides that such analysis of available alternatives shall not include the allocation of funds to any municipality which is not currently receiving aid and incentives for municipalities funding; and recommendations concerning such alternatives to the formula used to determine future aid and incentives to municipalities funding allocations.

STATE OF NEW YORK ________________________________________________________________________ 6601--A 2021-2022 Regular Sessions IN ASSEMBLY March 19, 2021 ___________ Introduced by M. of A. J. D. RIVERA -- read once and referred to the Committee on Local Governments -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT in relation to establishing the New York state aid and incentives for municipalities redesign task force; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. New York state aid and incentives for municipalities 2 redesign task force. There is hereby created the aid and incentives for 3 municipalities redesign task force whose membership shall consist of 7 4 members: the director of the division of the budget or his or her desig- 5 nee as chair; the comptroller or his or her designee; the executive 6 director of the New York State Conference of Mayors or his or her desig- 7 nee; the executive director of the New York State Association of Coun- 8 ties or his or her designee; the executive director of the New York 9 State Association of Towns or his or her designee; one member appointed 10 by the temporary president of the senate; one member appointed by the 11 speaker of the assembly. The task force shall report to the governor, 12 the speaker of the assembly and the temporary president of the senate no 13 later than one year after the effective date of this act. Such report 14 shall include, but not be limited to: 15 (a) A review and analysis of the current aid and incentives for muni- 16 cipalities formula and allocations; 17 (b) An analysis of available alternatives to the current aid and 18 incentives for municipalities formula and allocations, including models 19 from other states, provided, however, that such alternatives shall not 20 include the allocation of funds to any municipality which is not 21 currently receiving aid and incentives for municipalities funding; 22 (c) Recommendations concerning such alternatives to the formula used 23 to determine future aid and incentives to municipalities funding allo- EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD10348-06-1A. 6601--A 2 1 cations, provided, however, that such recommendations shall not include 2 the allocation of funds to any municipality which is not currently 3 receiving aid and incentives for municipalities funding; and 4 (d) Any other information the task force deems necessary or relevant. 5 2. All appointments to the task force shall be made no later than 6 sixty days after the effective date of this act. Any vacancy shall be 7 filled by the appointing authority. The task force shall meet as 8 frequently as it deems necessary prior to issuing its findings and 9 recommendations. The members of the task force shall serve without 10 compensation, except that members shall be allowed their necessary and 11 actual expenses incurred in the performance of their duties under this 12 section. The department of taxation and finance and the division of the 13 budget shall provide the task force with such data as the task force may 14 request to carry out its powers and duties. To the extent practicable, 15 such data shall be provided in a format in accordance with the standards 16 outlined in the New York State Open Data Handbook pursuant to executive 17 order 95 of the laws of 2013. The task force may consult with any public 18 or private entity it deems necessary in order to assist the task force 19 with information gathering, analysis, and formulating its conclusions 20 and recommendations. 21 § 2. This act shall take effect immediately and shall expire and be 22 deemed repealed December 31, 2022.
