       AN  ACT  to direct the department of environmental conservation to grant
         Robert Zickmund, Sr. a license to fish conch
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Notwithstanding  paragraph  c of subdivision 4 of section
    2  13-0328 of the environmental conservation law or any other provision  of
    3  law,  Robert  Zickmund, Sr., who held a commercial license to fish conch
    4  in the years 2000, 2001 and 2002, shall be deemed to have held a commer-
    5  cial license to fish conch in 2014 thereby making  him  eligible  to  be
    6  issued a commercial license to fish conch for calendar year 2015.
    7    S 2. This act shall take effect immediately.
