        AN ACT in relation to requiring the state to pay for certain  late  fees
          or fines

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. 1. Notwithstanding  any  other  provision  of  law  to  the
     2  contrary,  in  the event the legislature and the governor fail to pass a
     3  timely state budget by April first of any year, and no provision is made
     4  to pay state employees for any duration of time and as  a  result,  such
     5  state  employee incurs any late fees or fines, including but not limited
     6  to, overdrafts, late payment fees and automatic withdrawals,  the  comp-
     7  troller  shall  reimburse  such state employee for any such late fees or
     8  fines.
     9    2. The comptroller shall promulgate any necessary rules or regulations
    10  necessary for the implementation of this act, including but not  limited
    11  to, the manner in which and to whom such state employee submits documen-
    12  tation proving such late fees or fines.
    13    § 2. This act shall take effect immediately.
