       AN  ACT to amend the vehicle and traffic law and the administrative code
         of the city of New York, in relation to certain traffic-control  indi-
         cations
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Paragraph 1 of subdivision (a) of  section  1111-a  of  the
    2  vehicle  and  traffic law, as amended by chapter 18 of the laws of 2009,
    3  is amended to read as follows:
    4    1. Notwithstanding any other provision of law, each city with a  popu-
    5  lation  of  one  million  or  more is hereby authorized and empowered to
    6  adopt and amend a local law or ordinance  establishing  a  demonstration
    7  program  imposing monetary liability on the owner of a vehicle for fail-
    8  ure of an operator thereof to comply with traffic-control indications in
    9  such city in accordance with the provisions of this section. Such demon-
   10  stration program shall empower a city to install  and  operate  traffic-
   11  control  signal photo violation-monitoring devices at no more than [one]
   12  TWO hundred fifty intersections within such city at any one time.
   13    S 2. Paragraph 1 of subdivision (a) of section 19-210 of the  adminis-
   14  trative  code  of  the city of New York, as amended by chapter 18 of the
   15  laws of 2009, is amended to read as follows:
   16    1. Notwithstanding any other provision of law, the parking  violations
   17  bureau  is  hereby authorized and empowered to establish a demonstration
   18  program imposing monetary liability on the owner of a vehicle for  fail-
   19  ure of an operator thereof to comply with traffic-control indications in
   20  accordance with the provisions of this section. The department of trans-
   21  portation,  for  purposes  of  implementation  of such program, shall be
   22  authorized to install and operate traffic-control  signal  photo  viola-
   23  tion-monitoring  devices  at no more than [one] TWO hundred fifty inter-
   24  sections at any one time.

    1    S 3. This act shall take effect immediately, provided,  however,  that
    2  the  amendments  to  paragraph 1 of subdivision (a) of section 1111-a of
    3  the vehicle and traffic law made by section one of this  act  shall  not
    4  affect  the  repeal  of such section and shall be deemed repealed there-
    5  with;  and  provided,  further,  that  the  amendments to paragraph 1 of
    6  subdivision (a) of section 19-210 of the administrative code of the city
    7  of New York made by section two of this act shall not affect the expira-
    8  tion of such section and shall be deemed to expire therewith.
