        AN  ACT  to  amend  the public authorities law, in relation to requiring
          public hearings where procurements valued over  one  hundred  thousand
          dollars are made overseas
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Article 1 of the  public  authorities  law  is  amended  by
     2  adding a new title 3 to read as follows:
     3                                   TITLE 3
     4                             GENERAL PROVISIONS
     5  Section 9. Public hearings.
     6    § 9.  Public hearings. A public authority created by or existing under
     7  this  chapter  or  any  other  law  of the state shall hold at least one
     8  public hearing prior to procuring materials  overseas  valued  over  one
     9  hundred thousand dollars for capital projects.
    10    §  2.  This  act shall take effect on the thirtieth day after it shall
    11  have become a law.
