        AN  ACT to amend the election law, in relation to expanding voter regis-
          tration to include registration by certain agencies or entities

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Subdivision  13  of section 5-900 of the election law, as
     2  amended by chapter 37 of the  laws  of  2021,  is  amended  to  read  as
     3  follows:
     4    13. (a) Beginning January first, two thousand twenty-three, designated
     5  agencies  for  purposes  of this section shall include the department of
     6  motor vehicles.
     7    (b) Beginning January  first,  two  thousand  twenty-four,  designated
     8  agencies for the purposes of this section shall also include:
     9    (i)  the  department of health, the office of temporary and disability
    10  assistance, the department of labor, the  office  of  adult  career  and
    11  continuing  education  services  - vocational rehabilitation, county and
    12  city departments of social services,  and  the  New  York  city  housing
    13  authority[, as well as];
    14    (ii)  any  other  agency  or  entity  that  accepts  an application or
    15  collects a fee in exchange for  a  government  or  educational  service,
    16  which includes but is not limited to the following:
    17    (A) the department of agriculture and markets;
    18    (B) the department of taxation and finance;
    19    (C) the department of environmental conservation;
    20    (D) the department of financial services;
    21    (E) the state insurance fund;
    22    (F) the office of the professions;
    23    (G) the division of licensing services;
    24    (H) the empire state development corporation;
    25    (I) the state liquor authority;

     1    (J) the state workers' compensation board;
     2    (K) the division of military and naval affairs;
     3    (L) the office of real property tax services and local assessors;
     4    (M)  public and private colleges and universities and career and voca-
     5  tional schools; and
     6    (N) any municipal offices processing pistol permits,  birth,  marriage
     7  or  death  certificates,  hunting and fishing licenses, building permits
     8  and economic development applications.
     9    (iii) any other agency designated by the governor.
    10    [Beginning January first, two thousand twenty-five,  designated  agen-
    11  cies  for  the  purposes  of  this  section shall also include the state
    12  university of New York.]
    13    (c) Each designated agency shall enter  into  an  agreement  with  the
    14  state board of elections finalizing the format and content of electronic
    15  transmissions  required  by  this  section. The state board of elections
    16  shall prepare and distribute to designated agencies written instructions
    17  as to the implementation of the program and  shall  be  responsible  for
    18  establishing  training  programs  for  employees  of designated agencies
    19  listed in this section. Such instructions and such training shall ensure
    20  usability of the integrated  application  for  low  English  proficiency
    21  voters.  Any  such  designated  agency  shall  take all actions that are
    22  necessary and proper for the implementation of this  section,  including
    23  facilitating  technological  capabilities  to allow transmission of data
    24  through an interface with the electronic voter registration  transmittal
    25  system in a secure manner.
    26    §  2.  This  act  shall  take  effect on the same date and in the same
    27  manner as section 1 of chapter 37 of the laws of 2021, takes effect.
