J. MILLER, CALHOUN, RAIA -- Multi-Sponsored by -- M. of A. MAYERSOHN, SALADINO, SAYWARD, WEISENBERG -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law, in relation to holding harmless certain emergency volunteers in disaster response THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Subparagraphs 15 and 16 of paragraph b of subdivision 3 of 2 section 22 of the executive law, subparagraph 15 as amended and subpara- 3 graph 16 as added by section 3 of part B of chapter 56 of the laws of 4 2010, are amended and a new subparagraph 17 is added to read as follows: 5 (15) a system for obtaining and coordinating situational awareness 6 including the centralized assessment of disaster effects and resultant 7 needs; [and] 8 (16) utilization and coordination of programs to assist individuals 9 with household pets and service animals following a disaster, with 10 particular attention to means of evacuation, shelter and transportation 11 options[.]; AND 12 (17) THE STATE SHALL PROVIDE LIABILITY AND WORKERS' COMPENSATION 13 INSURANCE COVERAGE FOR AUTHORIZED VOLUNTEERS WHO PARTICIPATE IN EFFORTS 14 TO MOVE OR OTHERWISE PROTECT ANIMALS FROM A CLEAR AND PRESENT DANGER 15 CAUSED BY A MAN-MADE OR NATURAL DISASTER. 16 S 2.
