Notwithstanding any provision of law to the contrary, the 2 commissioner of environmental conservation shall identify any advisory 3 panel, board, task force, council or other similar entity which has been 4 established in the environmental conservation law and which has been 5 inactive for at least five years. The commissioner, no later than 6 December 31, 2012, shall furnish a list of such inactive panels, boards, 7 task forces, councils, and other entities to the governor, the temporary 8 president of the senate and the speaker of the assembly. 9 S 2.
