FISCAL NOTE.-- This bill would extend Tier 2 provisions to all police officers and firefighters who join a public retirement system on or after July 1, 2009 but prior to July 1, 2011. It would also create a Task Force to examine the benefit and cost structure of all public retirement systems in New York State. The Task Force report and suggested legislation must be transmitted by January 1, 2011. In so far as this bill would affect the New York State and Local Police and Fire Retirement System, if it is enacted, the annual costs for new members would continue to be the expected long term employer contribution rates of the plans adopted by each employer, which range from approximately 8.6% to 24% of annual compensation. These expected long term employer contribution rates are the same as the long term employer contribution rates for existing Tier 2 members. This estimate, dated June 24, 2009, and intended for use only during the 2009 Legislative Session, is Fiscal Note No. 2009-271, prepared by the Actuary for the New York State and Local Police and Fire Retirement System.
