STATE OF NEW YORK ________________________________________________________________________ 9236 IN ASSEMBLY February 22, 2024 ___________ Introduced by M. of A. LEVENBERG -- read once and referred to the Committee on Election Law AN ACT to amend the election law, in relation to providing for mandatory training curriculum for treasurers of political committees The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The election law is amended by adding a new section 14-119 2 to read as follows: 3 § 14-119. Mandatory training for treasurers of political committees. 4 1. Treasurers shall, within forty-five days after being first appointed 5 as a treasurer, complete a course of instruction provided by the state 6 board of elections on the requirements of this article and the campaign 7 finance regulations of the board of elections. The curriculum shall be 8 established by the state board of elections and shall not exceed three 9 hours of instruction. 10 2. Treasurers once every three years shall complete a course of 11 instruction provided by the state board of elections to assist treasur- 12 ers in continuing to comply with the requirements of this article and 13 the campaign finance regulations of the board of elections. The curric- 14 ulum shall be established by the state board of elections and shall not 15 exceed one and one-half hours of instruction. 16 3. The state board of elections shall provide the training required by 17 subdivisions one and two of this section through, in addition to other 18 methods it may choose, a web-based recorded format. 19 4. Upon the failure of a treasurer to complete the instruction within 20 the time required by this section, the state board of elections shall 21 send a delinquency notice to the treasurer on notice to the candidate or 22 candidates supported by the committee, if applicable, requiring the 23 treasurer to come into compliance with the training obligations of this 24 section. 25 5. In lieu of or in addition to civil penalties imposed pursuant to 26 this article, participation in remedial training as an alternative may 27 be provided for as part of a court order or settlement agreement. 28 § 2.
