       AN ACT to amend the real property tax law, the New York city charter and
         the administrative code of the  city  of  New  York,  in  relation  to
         providing real property owners residing in a city with a population of
         one  million  or  more  with  annual  notice of real property assessed
         value, allowable tax exemptions and credits and appeal procedures
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Paragraph (a) of subdivision 5 of section 425 of the real
    2  property tax law, as amended by section 5 of part E of chapter 83 of the
    3  laws of 2002, is amended to read as follows:
    4    (a) Generally. [Every] EXCEPT IN THE CITY SCHOOL DISTRICT  OF  A  CITY
    5  WITH  A  POPULATION  OF ONE MILLION OR MORE, EVERY school district shall
    6  notify, or cause to be notified, each  person  owning  residential  real
    7  property  in  the school district of the provisions of this section. The
    8  provisions of this subdivision may be met  by  a  notice  sent  to  such
    9  persons  in substantially the following form: "Residential real property
   10  may qualify for a partial exemption from school district taxes under the
   11  New York state  school  tax  relief  (STAR)  program.  To  receive  such
   12  exemption,  owners  of qualifying property must file an application with
   13  their local assessor on or before the applicable  taxable  status  date.
   14  For  further  information,  please  contact your local assessor." IN THE
   15  CITY SCHOOL DISTRICT OF A CITY WITH A POPULATION OF ONE MILLION OR MORE,
   16  THE ASSESSOR OF SUCH CITY SHALL NOTIFY, OR CAUSED TO BE  NOTIFIED,  EACH
   17  PERSON  OWNING RESIDENTIAL REAL PROPERTY IN SUCH CITY SCHOOL DISTRICT OF
   18  THE PROVISIONS OF THIS SECTION.
   19    S 2. Paragraph (a-1) of subdivision 6 of section 425 of the real prop-
   20  erty tax law, as added by chapter 531 of the laws of 2006, is amended to
   21  read as follows:
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

    1    (a-1) Final date for exemption application in the city  of  New  York.
    2  Notwithstanding the provisions of this section or any other provision of
    3  law,  in the city of New York, applications for the exemption authorized
    4  pursuant to this section shall be considered timely filed  if  they  are
    5  filed  on  or  before the fifteenth day of March of the appropriate year
    6  and in such city all references in this section to taxable  status  date
    7  shall  be deemed to refer to the fifteenth day of March of the appropri-
    8  ate year. IN SUCH CITY, APPLICATIONS AND RENEWAL APPLICATIONS  SHALL  BE
    9  ACCEPTED  FOR  FILING  AT ALL BOROUGH OFFICES OR CENTERS OPERATED BY THE
   10  ASSESSOR.
   11    S 3. The opening paragraph of section 1507 of the New York city  char-
   12  ter is designated subdivision 1 and a new subdivision 2 is added to read
   13  as follows:
   14    2.  (A)  EACH  JANUARY,  AFTER  THE TAXABLE STATUS HAS BEEN FIXED, THE
   15  DEPARTMENT  SHALL  SEND  TO  ALL   REAL   PROPERTY   OWNERS,   INCLUDING
   16  TENANT-STOCKHOLDERS  OF  A  COOPERATIVE  APARTMENT,  AN ANNUAL NOTICE OF
   17  PROPERTY VALUE. THE NOTICE SHALL INCLUDE, AMONG OTHER INFORMATION:
   18    (I) THE TAXABLE ASSESSED VALUE OF THE SUBJECT REAL  PROPERTY  FOR  THE
   19  UPCOMING TAXABLE YEAR;
   20    (II)  A  DESCRIPTION  OF THE EXEMPTIONS AND CREDITS FROM REAL PROPERTY
   21  TAX ALLOWED UNDER STATE LAW APPLICABLE FOR THE UPCOMING TAXABLE YEAR;
   22    (III) A DESCRIPTION OF THE AVAILABLE PROCESSES AND PROCEDURES TO CHAL-
   23  LENGE OR APPEAL THE TAXABLE ASSESSED VALUE OF THE REAL PROPERTY; AND
   24    (IV) A LIST OF TELEPHONE NUMBERS, OFFICES AND OTHER  CONTACT  INFORMA-
   25  TION  WHERE THE PROPERTY OWNER CAN OBTAIN ADDITIONAL INFORMATION, APPLI-
   26  CATIONS AND OTHER NECESSARY FORMS.
   27    (B) THE NOTICE, APPLICATION AND OTHER FORMS SHALL CONTAIN  INFORMATION
   28  REGARDING  THE TAX EXEMPTIONS AND THEIR ELIGIBILITY CRITERIA IN ENGLISH,
   29  SPANISH, CHINESE, KOREAN, RUSSIAN, FRENCH AND ANY OTHER LANGUAGES DEEMED
   30  APPROPRIATE BY THE DEPARTMENT.
   31    S 4. Subdivision 4 of section 11-245.3 of the administrative  code  of
   32  the  city  of New York, as amended by local law number 95 of the city of
   33  New York for the year 1992, is amended to read as follows:
   34    4. Application for such exemption must be made by the owner, or all of
   35  the owners of the property, on forms prescribed by the state board to be
   36  furnished by the department of finance and shall furnish the information
   37  and must be executed in the manner required or prescribed in  such  form
   38  and  shall be filed in the department of finance in the borough in which
   39  the real property is located between the fifteenth day  of  January  and
   40  the  fifteenth day of March. Notwithstanding any other provision of law,
   41  any person otherwise qualifying under this section shall not  be  denied
   42  the  exemption  under this section if he or she becomes sixty-five years
   43  of age after the taxable status date and on or before  December  thirty-
   44  first  of  the same year.  IN ADDITION TO FILING BY MAIL, THE DEPARTMENT
   45  SHALL ACCEPT APPLICATIONS AND RENEWAL APPLICATIONS THROUGH  ITS  WEBSITE
   46  OR  IN  PERSON AT ANY BOROUGH OFFICES OR CENTERS OPERATED BY THE DEPART-
   47  MENT.
   48    S 5. Subdivision 4 of section 11-245.4 of the administrative  code  of
   49  the  city of New York, as amended by chapter 531 of the laws of 2006, is
   50  amended to read as follows:
   51    4. Application for such exemption must be made annually by the  owner,
   52  or  all  of the owners of the property, on forms prescribed by the state
   53  board, and shall be filed with the department of finance  on  or  before

   55  proof of a permanent disability need  be  submitted  only  in  the  year

    2  DEPARTMENT  SHALL  ACCEPT  APPLICATIONS AND RENEWAL APPLICATIONS THROUGH
    3  ITS WEBSITE OR IN PERSON AT ANY BOROUGH OFFICES OR CENTERS  OPERATED  BY
    4  THE DEPARTMENT.
    5    S  6.  Section  11-245.8 of the administrative code of the city of New
    6  York, as added by local law number 9 of the city of  New  York  for  the
    7  year  2006,  subdivision a as amended by local law number 15 of the city
    8  of New York for the  year  2011,  is  renumbered  section  11-245.9  and
    9  amended to read as follows:
   10    S 11-245.9[.] Notice of residential property tax exemptions. -- a. The
   11  commissioner  of  finance or his or her designee, shall provide a notice
   12  relating to the lien sale process to all property owners, included  with
   13  the notice of value sent to property owners by the department of finance
   14  pursuant  to  section  [1511]  1507 of the New York city charter and, in
   15  addition, no later than October thirty-first of each year, to any  prop-
   16  erty  owner who is delinquent in the payment of any real property taxes,
   17  assessments, or any other charges that are made a lien  subject  to  the
   18  provisions  of  chapter  three  of this title, except sewer rents, sewer
   19  charges and water rents, if such delinquency, in the  aggregate,  equals
   20  or  exceeds  the sum of one thousand dollars. This notice shall include,
   21  but not be limited to, actions homeowners can take if a lien is sold  on
   22  such property; the type of debt that can be sold in a lien sale; a time-
   23  line  of  statutory notifications required pursuant to section 11-320 of
   24  this title; a clear, concise explanation of the consequences of the sale
   25  of a tax lien; the telephone number and electronic mail address  of  the
   26  employee  or  employees  designated pursuant to subdivision f of section
   27  11-320 of this title; a conspicuous statement that an owner of any class
   28  of property may enter into a payment plan for the satisfaction of delin-
   29  quent real property taxes, assessments, sewer rents,  sewer  surcharges,
   30  water  rents,  and any other charges that are made a lien subject to the
   31  provisions of chapter three of this title, or  exclusion  from  the  tax
   32  lien  sale;  and  credits  and  property tax exemptions that may exclude
   33  certain class one real property from a tax lien sale. Such notice  shall
   34  also  include  information on the following real property tax credits or
   35  real property tax exemptions:
   36    1. the senior citizen homeowner exemption pursuant to section 11-245.3
   37  of this chapter;
   38    2. the exemption for persons with  disabilities  pursuant  to  section
   39  11-245.4 of this chapter;
   40    3.  the  exemptions  for  veterans  pursuant  to sections four hundred
   41  fifty-eight and four hundred fifty eight-a of the real property tax law;
   42    4. the school tax relief (STAR) exemption  pursuant  to  section  four
   43  hundred twenty-five of the real property tax law;
   44    5.  the enhanced school tax relief (STAR) exemption pursuant to subdi-
   45  vision four of section four hundred twenty-five of the real property tax
   46  law;
   47    6. the state circuit breaker income tax credit pursuant to  subsection
   48  (e) of section six hundred six of the tax law; and
   49    7. any other credit or residential real property tax exemption, which,
   50  in  the  discretion  of  the  commissioner,  should  be included in such
   51  notice.
   52    [Upon such property owner's written request, or verbal request to  311
   53  or  any  employee designated pursuant to subdivision f of section 11-320
   54  of this title, a Chinese, Korean, Russian or Spanish translation of such
   55  notice shall be provided promptly to such property owner.]
   56    b. 1. The notice required pursuant to this section shall include:

    1    [1.] (A) a brief description of each exemption program; and
    2    [2.]  (B)  a  phone  number  at the department AND AT THE DEPARTMENT'S
    3  BOROUGH OFFICES OR CENTERS, and a website address  where  taxpayers  can
    4  obtain  additional  information on the exemption programs and all neces-
    5  sary forms and applications.
    6    2. THE DEPARTMENT, UPON REQUEST, SHALL PROVIDE PROMPTLY A  TRANSLATION
    7  OF  THE  NOTICES  REQUIRED  IN THIS SECTION IN SPANISH, CHINESE, KOREAN,
    8  RUSSIAN, FRENCH OR ANY OTHER LANGUAGE DEEMED APPROPRIATE BY THE  DEPART-
    9  MENT.
   10    C.  THE  COMMISSIONER SHALL DESIGNATE AN EMPLOYEE OF THE DEPARTMENT AT
   11  EACH BOROUGH OFFICE OR CENTER OF THE DEPARTMENT TO DISTRIBUTE AND ACCEPT
   12  APPLICATIONS, AND TO RESPOND TO INQUIRIES FROM HOMEOWNERS  AND  TENANTS.
   13  THE  DESIGNATED  EMPLOYEE  SHOULD  SPEAK OR HAVE AVAILABLE TO HIM OR HER
   14  OTHER EMPLOYEES WHO SPEAK SPANISH, CHINESE, KOREAN, RUSSIAN, FRENCH  AND
   15  ANY OTHER LANGUAGES DEEMED APPROPRIATE BY THE DEPARTMENT.
   16    D.  THE  DEPARTMENT  SHALL  ESTABLISH  A PUBLIC EDUCATION AND OUTREACH
   17  CAMPAIGN TO ENSURE THAT ALL HOMEOWNERS, WHO ARE SENIOR CITIZENS OR DISA-
   18  BLED, ARE FULLY INFORMED OF THE  EXISTENCE  OF  THE  REAL  PROPERTY  TAX
   19  EXEMPTION  PROGRAMS,  AND  HOW  TO APPLY FOR SUCH PROGRAMS. THE CAMPAIGN
   20  SHALL BE DIRECTED PRIMARILY TOWARDS CENTERS AND OFFICES THAT  SERVE  THE
   21  AFOREDESCRIBED  TARGET  POPULATION, INCLUDING BUT NOT LIMITED TO, SENIOR
   22  CENTERS, COMMUNITY BOARDS, AND OFFICES OF LOCALLY ELECTED OFFICIALS. THE
   23  CAMPAIGN SHALL ALSO INCLUDE ADVERTISEMENT IN THE LOCAL MEDIA AND ON  THE
   24  PUBLIC MASS TRANSIT SYSTEM.
   25    S 7. Section 26-406 of the administrative code of the city of New York
   26  is amended by adding a new subdivision f to read as follows:
   27    F. (1) THE DEPARTMENT OF FINANCE, WITH THE ASSISTANCE OF THE CITY RENT
   28  AGENCY,  SHALL  NOTIFY,  OR CAUSED TO BE NOTIFIED, ALL ELIGIBLE HEADS OF
   29  HOUSEHOLDS OF THE PROVISIONS OF SECTION FOUR  HUNDRED  SIXTY-SEVEN-B  OF
   30  THE  REAL  PROPERTY  TAX LAW AND SUBDIVISION M OF SECTION 26-405 OF THIS
   31  CODE. THE NOTICE SHALL INCLUDE:
   32    (A) A BRIEF DESCRIPTION OF THE RENT INCREASE EXEMPTION PROGRAM; AND
   33    (B) A TELEPHONE NUMBER AT  THE  DEPARTMENT  AND  AT  THE  DEPARTMENT'S
   34  BOROUGH  OFFICES OR CENTERS, AND A WEBSITE ADDRESS WHERE THE HEAD OF THE
   35  HOUSEHOLD  CAN  OBTAIN  ADDITIONAL  INFORMATION  ON  THE  RENT  INCREASE
   36  EXEMPTION PROGRAM AND ALL NECESSARY APPLICATIONS AND FORMS.
   37    (2)  THE NOTICE, APPLICATION AND OTHER APPROPRIATE FORMS SHALL CONTAIN
   38  INFORMATION REGARDING THE RENT  INCREASE  EXEMPTION  AND  TAX  ABATEMENT
   39  PROGRAM AND ITS ELIGIBILITY CRITERIA IN ENGLISH, SPANISH, CHINESE, KORE-
   40  AN,  RUSSIAN,  FRENCH  AND ANY OTHER LANGUAGES DEEMED APPROPRIATE BY THE
   41  DEPARTMENT.
   42    (3) THE COMMISSIONER SHALL DESIGNATE AN EMPLOYEE OF THE DEPARTMENT  AT
   43  EACH BOROUGH OFFICE OR CENTER OF THE DEPARTMENT TO DISTRIBUTE AND ACCEPT
   44  APPLICATIONS,  AND  TO  RESPOND TO INQUIRIES FROM LANDLORDS AND TENANTS.
   45  THE DESIGNATED EMPLOYEE SHOULD SPEAK OR HAVE AVAILABLE  TO  HIM  OR  HER
   46  OTHER  EMPLOYEES WHO SPEAK SPANISH, CHINESE, KOREAN, RUSSIAN, FRENCH AND
   47  ANY OTHER LANGUAGE DEEMED APPROPRIATE BY THE DEPARTMENT.
   48    (4) THE DEPARTMENT SHALL ESTABLISH A  PUBLIC  EDUCATION  AND  OUTREACH
   49  CAMPAIGN  TO  ENSURE THAT ALL HEADS OF HOUSEHOLDS WHO ARE ELIGIBLE FOR A
   50  RENT INCREASE EXEMPTION PURSUANT TO THIS SECTION AND THE  REAL  PROPERTY
   51  TAX  LAW  ARE  FULLY INFORMED OF THE EXISTENCE OF THE REAL PROPERTY RENT
   52  INCREASE EXEMPTION AND TAX ABATEMENT PROGRAM, AND HOW TO APPLY FOR  SUCH
   53  PROGRAM.  THE  CAMPAIGN  SHALL BE DIRECTED PRIMARILY TOWARDS CENTERS AND
   54  OFFICES THAT SERVE THE AFOREDESCRIBED TARGET POPULATION,  INCLUDING  BUT
   55  NOT  LIMITED  TO,  SENIOR CENTERS, DISABILITY OR REHABILITATION CENTERS,
   56  COMMUNITY BOARDS, AND OFFICES OF LOCALLY ELECTED OFFICIALS. THE CAMPAIGN

    1  SHALL ALSO INCLUDE ADVERTISEMENT IN THE LOCAL MEDIA AND  ON  THE  PUBLIC
    2  MASS TRANSIT SYSTEM.
    3    (5)  THE  CITY RENT AGENCY SHALL PROVIDE WHATEVER ASSISTANCE NECESSARY
    4  TO THE DEPARTMENT TO  IMPLEMENT  THE  PROVISIONS  OF  THIS  SUBDIVISION,
    5  INCLUDING MAKING AVAILABLE TO THE DEPARTMENT ANY NON-CONFIDENTIAL INFOR-
    6  MATION CONTAINED IN THE AGENCY'S INFORMATION SYSTEMS. THE DEPARTMENT MAY
    7  ALSO  SEEK  THE  ADVICE AND ASSISTANCE OF ANY OTHER CITY AGENCY, DEPART-
    8  MENT, COMMISSION OR OFFICE TO IMPLEMENT THIS SUBDIVISION.
    9    S 8. Section 26-509 of the administrative code of the city of New York
   10  is amended by adding a new subdivision e to read as follows:
   11    E. (1) THE DEPARTMENT OF FINANCE, WITH THE ASSISTANCE OF THE CITY RENT
   12  AGENCY, SHALL NOTIFY, OR CAUSED TO BE NOTIFIED, ALL  ELIGIBLE  HEADS  OF
   13  HOUSEHOLDS  OF  THE  PROVISIONS OF THIS SECTION AND SECTION FOUR HUNDRED
   14  SIXTY-SEVEN-B OF THE REAL PROPERTY TAX LAW. THE NOTICE SHALL INCLUDE:
   15    (A) A BRIEF DESCRIPTION OF THE RENT INCREASE EXEMPTION PROGRAM; AND
   16    (B) A TELEPHONE NUMBER AT  THE  DEPARTMENT  AND  AT  THE  DEPARTMENT'S
   17  BOROUGH  OFFICES OR CENTERS, AND A WEBSITE ADDRESS WHERE THE HEAD OF THE
   18  HOUSEHOLD  CAN  OBTAIN  ADDITIONAL  INFORMATION  ON  THE  RENT  INCREASE
   19  EXEMPTION PROGRAM AND ALL NECESSARY APPLICATIONS AND FORMS.
   20    (2)  THE NOTICE, APPLICATION AND OTHER APPROPRIATE FORMS SHALL CONTAIN
   21  INFORMATION REGARDING THE RENT INCREASE EXEMPTION PROGRAM AND ITS ELIGI-
   22  BILITY CRITERIA IN ENGLISH, SPANISH, CHINESE,  KOREAN,  RUSSIAN,  FRENCH
   23  AND ANY OTHER LANGUAGES DEEMED APPROPRIATE BY THE DEPARTMENT.
   24    (3)  THE COMMISSIONER SHALL DESIGNATE AN EMPLOYEE OF THE DEPARTMENT AT
   25  EACH BOROUGH OFFICE OR CENTER OF THE DEPARTMENT TO DISTRIBUTE AND ACCEPT
   26  APPLICATIONS, AND TO RESPOND TO INQUIRIES FROM REAL PROPERTY OWNERS  AND
   27  TENANTS.  THE  DESIGNATED EMPLOYEE SHOULD SPEAK OR HAVE AVAILABLE TO HIM
   28  OR HER OTHER EMPLOYEES WHO  SPEAK  SPANISH,  CHINESE,  KOREAN,  RUSSIAN,
   29  FRENCH AND ANY OTHER LANGUAGE DEEMED APPROPRIATE BY THE DEPARTMENT.
   30    (4)  THE  DEPARTMENT  SHALL  ESTABLISH A PUBLIC EDUCATION AND OUTREACH
   31  CAMPAIGN TO ENSURE THAT ALL HEADS OF HOUSEHOLDS WHO ARE ELIGIBLE  FOR  A
   32  RENT  INCREASE  EXEMPTION PURSUANT TO THIS SECTION AND THE REAL PROPERTY
   33  TAX LAW ARE FULLY INFORMED OF THE EXISTENCE OF THE  REAL  PROPERTY  RENT
   34  INCREASE  EXEMPTION  PROGRAM,  AND  HOW  TO  APPLY FOR SUCH PROGRAM. THE
   35  CAMPAIGN SHALL BE DIRECTED PRIMARILY TOWARDS CENTERS  AND  OFFICES  THAT
   36  SERVE  THE  AFOREDESCRIBED  TARGET POPULATION, INCLUDING BUT NOT LIMITED
   37  TO, SENIOR CENTERS,  DISABILITY  OR  REHABILITATION  CENTERS,  COMMUNITY
   38  BOARDS,  AND  OFFICES  OF  LOCALLY ELECTED OFFICIALS. THE CAMPAIGN SHALL
   39  ALSO INCLUDE ADVERTISEMENT IN THE LOCAL MEDIA AND  ON  THE  PUBLIC  MASS
   40  TRANSIT SYSTEM.
   41    (5)  THE  CITY RENT AGENCY SHALL PROVIDE WHATEVER ASSISTANCE NECESSARY
   42  TO THE DEPARTMENT TO  IMPLEMENT  THE  PROVISIONS  OF  THIS  SUBDIVISION,
   43  INCLUDING MAKING AVAILABLE TO THE DEPARTMENT ANY NON-CONFIDENTIAL INFOR-
   44  MATION CONTAINED IN THE AGENCY'S INFORMATION SYSTEMS. THE DEPARTMENT MAY
   45  ALSO SEEK THE ADVICE AND ASSISTANCE OF ANY OTHER CITY AGENCY, DEPARTMENT
   46  COMMISSION OR OFFICE TO IMPLEMENT THIS SUBDIVISION.
   47    S 9. 1. There is hereby established an interagency committee, consist-
   48  ing  of  the  department  of  finance, the department for the aging, the
   49  office for people with disabilities and the office of veterans'  affairs
   50  of  the city of New York and the state division of housing and community
   51  renewal.
   52    2. The committee shall meet at least twice each year and at such other
   53  times as may be necessary. The agenda and meeting place of  all  regular
   54  meetings  shall be made available to the public in advance of such meet-
   55  ings and all such meetings shall be open to the public.

    1    3. The committee shall advise and exercise oversight  over  the  proc-
    2  esses  and  procedures to ensure that eligible senior citizens, veterans
    3  and persons with disabilities residing in the city of New York are noti-
    4  fied of, apply for and receive a real property tax exemption or  a  rent
    5  increase  exemption  pursuant  to  subdivision  four  of section 425 and
    6  sections 458-a, 458-b, 459-c and 467-b of the real property tax law, and
    7  applicable laws of such city, and have the following duties and  respon-
    8  sibilities:
    9    a.  review  and  evaluate  the  notification  and outreach process and
   10  procedures to ensure that all those who are eligible for a real property
   11  tax exemption or a rent increase exemption pursuant to subdivision  four
   12  of  section  425  and sections 458-a, 458-b, 459-c and 467-b of the real
   13  property tax law, and applicable laws of such city, receive  timely  and
   14  sufficient  notice  of  their  right  to  apply  for a real property tax
   15  exemption;
   16    b. review and evaluate the application process  to  determine  whether
   17  applications are processed and acted upon in a timely manner;
   18    c.  review and evaluate the procedures for processing and implementing
   19  the exemption; and
   20    d. develop public service announcements to be distributed to the media
   21  and appropriate centers, facilities or sites informing the target  popu-
   22  lation on how to apply for a real property tax exemption.
   23    4.  On or before March 1, 2013, and every year thereafter, the commit-
   24  tee shall issue and submit to the Governor and the State Legislature  an
   25  annual report, which shall include:
   26    a. The number of individuals or households residing in the city of New
   27  York  who  are  eligible to apply for a real property tax exemption or a
   28  rent increase exemption pursuant to subdivision 4  of  section  425  and
   29  sections  458-a, 458-b, 459-c and 467-b of the real property tax law, in
   30  the aggregate and for each category of exemption for the prior  calendar
   31  year;
   32    b. The number of applications received, processed or approved for each
   33  exemption  by  the  city of New York for the prior calendar year, in the
   34  aggregate and for each category of exemption;
   35    c. The number and percentage of  real  property  owners  or  heads  of
   36  households  residing  in  the city of New York who are eligible to apply
   37  for a real property tax exemption or rent increase  exemption  but  have
   38  not  applied  for such exemption, in the aggregate and for each category
   39  of exemption; and
   40    d. Recommendations, if warranted, on how to improve  the  notification
   41  and  approval  processes  and procedures to ensure that all residents of
   42  the city of New York who are eligible to receive an exemption or  abate-
   43  ment are notified of their right to apply for the exemption or abatement
   44  and have their applications processed in a timely manner.
   45    S  10.  Severability.  If  any clause, sentence, paragraph, section or
   46  part of this act shall be adjudged by any court of  competent  jurisdic-
   47  tion to be invalid, the judgment shall not affect, impair, or invalidate
   48  the  remainder  thereof,  but  shall be confined in its operation to the
   49  clause, sentence, paragraph, section or part thereof  directly  involved
   50  in the controversy in which the judgment shall have been rendered.
   51    S 11. This act shall take effect immediately; provided that the amend-
   52  ments  to section 26-406 of the city rent and rehabilitation law made by
   53  section seven of this act shall remain in full force and effect only  as
   54  long  as  the  public  emergency requiring the regulation and control of
   55  residential rents and evictions continues, as provided in subdivision  3
   56  of  section  1  of  the  local  emergency  housing rent control act; and

    1  provided further that the amendments to section 26-509 of chapter  4  of
    2  title  26  of  the  administrative  code of the city of New York made by
    3  section eight of this act shall expire on the  same  date  as  such  law
    4  expires  and  shall  not  affect  the expiration of such law as provided
    5  under section 26-520 of such law.
