The public housing law is amended by adding a new section 2 14-a to read as follows: 3 § 14-a. Housing assistance application and web portal. 1. The commis- 4 sioner, in consultation with any other state agency that the commission- 5 er deems necessary, shall cause to be developed a common application and 6 web portal with which a business or organization may apply for and 7 manage any funding, tax credit, loan, or grant for housing development 8 that such business or organization is entitled to receive under the laws 9 of the state, and that is capable of meeting all other requirements of 10 this section. 11 2. (a) The common application developed pursuant to this section shall 12 be made available to a business or organization upon request from a 13 state agency that grants funding, tax credits, loans, or grants for 14 housing development. Such application shall also be capable of being 15 completed and submitted by an applicant on the web portal created pursu- 16 ant to this section. 17 (b) The web portal required to be developed pursuant to this section 18 shall be accessible by any state agency required to administer any fund- 19 ing, tax credit, loan, or grant for housing development required of such EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD13394-05-4A. 9354--B 2 1 state agency under the laws of the state, and any such funding, tax 2 credit, loan, or grant for housing development shall be made capable of 3 administration through such web portal. 4 (c) Upon development of the web portal by the commissioner, any state 5 agency required to administer any funding, tax credit, loan, or grant 6 for housing development under the laws of the state shall upload any 7 incorporating documents, bylaws, or any other relevant information that 8 such state agency deems helpful to business or organization using such 9 web portal. 10 3. The provisions of this section shall apply only to statewide fund- 11 ing, tax credits, loans, or grants for housing development where the 12 business or organization submits an application to a state agency, and 13 shall not include any locally managed funding, tax credit, loan, or 14 grant for housing development where the business or organization submits 15 an application to a designated local entity or where the business or 16 organization submits an application to a not-for-profit corporation. 17 4. The commissioner shall have the authority to obtain any information 18 the commissioner shall deem necessary to fulfill the provisions of this 19 section from any state agency. 20 5. For the purposes of this section, the term "state agency" shall 21 mean any state agency, department, commission, division, office, bureau, 22 or subdivision thereof. 23 § 2. This act shall take effect on the one hundred eightieth day after 24 it shall have become a law.
