STATE OF NEW YORK ________________________________________________________________________ 9912 IN ASSEMBLY February 27, 2020 ___________ Introduced by M. of A. OTIS -- read once and referred to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to creating a program to assist lake associations with water quality improvement The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The environmental conservation law is amended by adding a 2 new section 15-0519 to read as follows: 3 § 15-0519. Water quality improvement; lake associations. 4 1. Subject to an appropriation for such purpose, the department shall, 5 in consultation with the environmental facilities corporation, create a 6 program to assist lake associations with water quality improvement. The 7 program shall, at the request of a lake association: 8 a. identify any water quality concerns at a water body managed by a 9 lake association; 10 b. determine the most effective way to remediate any water quality 11 concerns; and 12 c. assist with determining best practices to improve and maintain 13 water quality at lake associations. 14 2. The department shall establish a grant program to assist with reme- 15 dial actions to address the water quality at lake associations. 16 3. The department is authorized to promulgate rules and regulations to 17 implement this section. 18 § 2. This act shall take effect on the one hundred twentieth day after 19 it shall have become a law. Effective immediately, the addition, amend- 20 ment, and/or repeal of any rules and regulations necessary to implement 21 the provisions of this act on its effective date are authorized and 22 directed to be completed on or before such effective date.
