STATE OF NEW YORK ________________________________________________________________________ 10154 IN ASSEMBLY May 4, 2022 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Gibbs) -- read once and referred to the Committee on Labor AN ACT to amend chapter 297 of the laws of 2020 relating to requiring the department of labor to produce a report regarding summer youth employment programs funded by state, federal and local appropri- ations, in relation to expanding the reporting requirements; and in relation to extending the effectiveness of such chapter The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The opening paragraph and subdivisions a and e of section 2 1 of chapter 297 of the laws of 2020 relating to requiring the depart- 3 ment of labor to produce a report regarding summer youth employment 4 programs funded by state, federal and local appropriations, as 5 amended by chapter 28 of the laws of 2021, are amended to read as 6 follows: 7 On May 1, [2022] 2023, the office of temporary and disability assist- 8 ance, in consultation with the education department, the department of 9 labor, the office of children and family services, and any other entity 10 the office of temporary and disability assistance deems appropriate, 11 shall produce a report regarding the summer youth employment program 12 funded by state, federal, and local appropriations. The report shall: 13 a. Determine the total number of jobs available for youth in all pre- 14 existing programs, including the nature of the jobs during each of the 15 years from 2016 through [2021] 2022; 16 e. Show the effect of current and previous minimum wage rates on 17 total placement opportunities during the years 2016 through [2021] 2022. 18 § 2. Section 3 of chapter 297 of the laws of 2020 relating to requir- 19 ing the department of labor to produce a report regarding summer youth 20 employment programs funded by state, federal and local appropriations, 21 as amended by chapter 28 of the laws of 2021, is amended to read as 22 follows: 23 § 3. This act shall take effect immediately and shall expire and be 24 deemed repealed [2] 3 years after such date. This act shall take effect immediately; provided, however that 2 the amendments to section 1 of chapter 297 of the laws of 2020 made by 3 section one of this act shall not affect the expiration of such chapter 4 and shall expire and be deemed repealed therewith.
