Senate Resolution No. 545 BY: Senator SEPULVEDA COMMENDING Dr. Milton Ray Guevara, President of the Constitutional Court of the Dominican Republic for his significant contributions to the Dominicans of New York and to his homeland WHEREAS, It is the custom of this Legislative Body to recognize that the quality and character of life in the communities across New York State are reflective of the concerned and dedicated efforts of those individuals who would devote themselves to the welfare of the community and its citizenry; and WHEREAS, Attendant to such concern, and in full accord with its long-standing traditions, this Legislative Body is justly proud to commend Dr. Milton Ray Guevara, President of the Constitutional Court of the Dominican Republic for his significant contributions to the Dominicans of New York and to his homeland; and WHEREAS, Dr. Milton Ray Guevara was born on May 5, 1948, to Cesar Ray del Rosario and Ferolina Guevara de Ray in Santa Barbara de Samana, Dominican Republic; and WHEREAS, Dr. Milton Ray Guevara obtained his Bachelor of Laws degree, Summa Cum Laude, from the Pontificia Universidad Catolica Madre y Maestra (PUCMM) (1965-1970), a Doctorate in Public Law, mention Tres Bien, from the University of Nice, France (1975), and various diplomas and certificates in International Studies, Comparative Banking Law, Comparative Labor Law, and Social Law, among others; and WHEREAS, Dr. Milton Ray Guevara served as Director of the School of Juridical Sciences of the Pontifical Catholic University Mother and Universidad Catolica Madre y Maestra (PUCMM, Santo Tomas de Aquino campus) (1988), Dean of Students with the rank of Vice Rector of the PUCMM (Santiago Campus) (1971-1972), and Professor of Constitutional Law, Labor Law, and International Public Law at the Pontificia Universidad Catolica Madre y Maestra (Santiago and Santo Domingo campuses) (1970-2012; 2021); and WHEREAS, In addition, Dr. Milton Ray Guevara served as Senator for the Samana Province and President of the Senate Permanent Commission of Justice of the Senate (August 16, 1998-August 16, 2000), Ambassador Extraordinary and Plenipotentiary to France and concurrent to the United Kingdom of Great Britain and Northern Ireland, Belgium, the European Economic Community, and Yugoslavia (1982), Minister of Labor (1982; August 16, 2000-August 16, 2004), Minister of Foreign Affairs (1982), and Minister without Portfolio (August 16, 2004); and WHEREAS, Dr. Milton Ray Guevara was the Chairman of the National Social Security Council and Representative of the Dominican Republic, and a recipient of various honors and recognitions, including the Dominican Government's Order of Merit of Duarte, Sanchez and Mella in the Grade Gran Cruz Silver Plaque, the Order of the Legion of Honor by the Government of France in the Grade of Officer, and the National Order of Merit in the Grade of Grand Officer; and WHEREAS, A tireless champion of democracy and the rule of law, Dr. Milton Ray Guevara has made significant contributions to the Dominican diaspora community, particularly in the city of New York, where he has held conferences with the Dominican Diaspora focusing on the topics of the Constitution, Fundamental Rights, and Social Communication, highlighting the importance of the educational work developed by the Constitutional Court; and WHEREAS, Rare indeed is the impressive dedication shown by an individual for the benefit of others which Dr. Milton Ray Guevara has displayed throughout his life; and WHEREAS, It is the sense of this Legislative Body that those who enhance the well-being and vitality of their community and have shown a long and sustained commitment to excellence certainly have earned the recognition and applause of all the citizens of this great Empire State; now, therefore, be it RESOLVED, That this Legislative Body pause in its deliberations to commend Dr. Milton Ray Guevara, President of the Constitutional Court of the Dominican Republic for his significant contributions to the Dominicans of New York and to his homeland; and be it further RESOLVED, That a copy of this Resolution, suitably engrossed, be transmitted to Dr. Milton Ray Guevara, the Dominican Consulate General in New York, and to other appropriate individuals and organizations.
