STATE OF NEW YORK ________________________________________________________________________ 169 2021-2022 Regular Sessions IN SENATE (Prefiled) January 6, 2021 ___________ Introduced by Sens. TEDISCO, BOYLE, SEPULVEDA -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to grants to assist local governments with reducing paper The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Article 7 of the executive law is amended by adding a new 2 section 171 to read as follows: 3 § 171. Grants to local governments for the reduction of paper use. 1. 4 Within the annual amounts appropriated therefor, the secretary of state 5 may award grants on a competitive basis to local governments in order to 6 reduce paper usage and to implement digital alternatives to paper. The 7 secretary of state shall by regulation establish criteria for such 8 competitive grants, which shall at a minimum: 9 (a) provide that the maximum grant amount shall not exceed ten thou- 10 sand dollars per local government; 11 (b) require local matching funds equal to twenty-five percent of the 12 total amount of such grant; and 13 (c) establish an application, evaluation, and award process for such 14 grant program, which shall be competitive and publicly available. 15 2. Grants awarded to local governments pursuant to this section may be 16 included in calculations to demonstrate three year cost savings and 17 efficiencies for government efficiency plans submitted to the director 18 of the budget pursuant to subdivisions three and four of section three-d 19 of the general municipal law. 20 3. For the purposes of this section, the term "local government" shall 21 have the same meaning as in section three-c of the general municipal 22 law. 23 § 2.
